Job Overview

Salary: Competitive

Objective: The Property Management Assistant, under the guidance of the Housing Director, is responsible for the effective management of the properties owned and operated by the agency.

KEY RESPONSIBILITIES:

Primary Duties

  • Facilitate the smooth and effective management of the agency's properties.
  • Oversee program usage, conduct client assessments, and manage the leasing process.
  • Ensure understanding and compliance with HUD regulations and local, state, and federal policies.
  • Maintain essential databases for various housing initiatives.
  • Act as a representative of the HRA in dealings with federal, state, and local organizations.

Specific Tasks

· Manage waitlists and determine eligibility for program participants.

· Conduct property showings.

· Oversee the recertification process and manage necessary documentation.

· Assist in tracking requests for reasonable accommodations.

· Perform data entry and maintain filing systems.

· Support the monitoring of Earned Income Disregard (EID), income targeting, and community service.

· Participate in inspections of all HRA properties: initial, housekeeping, annual, HUD, etc.

· Conduct EIV monitoring and generate reports.

· Aid in fraud investigations.

· Ensure accuracy and compliance of all forms and verifications for applicants and residents.

· Maintain tenant and applicant files in accordance with retention policies.

· Follow up on violations and program terminations as necessary.

· Collaborate with staff on tenancy issues.

· Assist in monitoring and approving charges, late fees, and utility expenses.

· Help track the status of unit turnovers.

· Enter and monitor work order statuses.

· Ensure timely completion of reports and required actions.

Administrative Responsibilities

· Provide backup support for the Housing Assistant.

· Assist with daily office operations.

· Offer information and referrals regarding HRA programs.

· Attend staff meetings and other required gatherings, including resident meetings.

· Contribute to policy development for Public Housing, Multifamily, and other programs, including updates to tenant handbooks.

· Assist in the submission of grant renewals and progress reports for various initiatives.

· Maintain relationships with vendors and other agencies.

· Support advertising efforts for the agency and its programs.

· Provide necessary information to the Executive Director, Housing Director, and HRA Board.

· Perform additional duties as assigned.

Qualifications

  • High School diploma or GED.
  • Two-year degree in a human services field or two years of experience in housing or human services.
  • Ability to pass a criminal background check.
  • Effective oral and written communication skills.
  • Valid driver's license and access to a vehicle for job-related tasks.
  • Strong proficiency in various computer applications.

Preferred Qualifications

  • Familiarity with federal, state, and local regulations governing Public Housing and Multifamily programs.
  • Understanding of eviction laws and landlord/tenant regulations.
  • Experience as a Property Manager or Assistant Property Manager.

Expected Knowledge, Skills, and Abilities within Six Months

  • Ability to prioritize tasks and meet program deadlines.
  • Capacity to work independently.
  • Effective communication skills, both oral and written.
  • Aptitude for collaborating with program participants, staff, other agencies, and the public.
  • Public Housing Specialist Certification (within one to two years).
  • Multifamily Assisted Housing Manager Certification (within two to three years).
