Under the direction of the Deputy Director/Director of Recreation and Facilities, the Early Childhood Program Manager is responsible for overseeing the Children’s Circle Full-Day preschool and preschool-aged events as assigned. The Early Childhood Manager is responsible for leading a team of employees in planning, organizing, and supervising the Children’s Circle program.


Essential Duties and Responsibilities:

Personnel Management

  • Recruit, select, employ, and evaluate all personnel for the operation of Children’s Circle
  • Organize, train, and supervise all staff members in their assigned duties
  • Conduct staff meetings on a regular basis
  • Administer a department orientation and staff training program
  • Evaluate all staff on a regular basis

Programming

  • Responsible for securing program supplies
  • Responsible for reviewing program curriculum and making changes to curriculum based on educational philosophies and industry trends.
  • Support and promote all safety, health, and loss control policies of the Glencoe Park District
  • Conduct program orientation for parents
  • Plan, prepare, and implement at least two small community events each year

Financial Management

  • Responsible for records of purchases for program supplies
  • Complete accurately bi-weekly payroll
  • Monitor the payments of fees and tuition
  • Create and manage the annual budget for the Children’s Circle program following the District’s ‘categories of service’ as well as ‘fund balance policy’
  • Review financial trends monthly and report on budget variances

Records and Reports

  • Keep accurate and complete personnel records as required by the Department of Children and Family Services
  • Maintain all other records, checklists, and files in compliance with DCFS regulations
  • Review all accident and incident reports for programs and forward to the Deputy Director/Director of Recreation and Facilities
  • Keep updated training manuals for all staff
  • Develop and review an effective staffing structure

Public Relations

  • Develop an atmosphere of support for the program within the geographic area of the community
  • Develop and submit marketing and program brochure copy
  • Serve as the liaison to Glencoe Junior Kindergarten

Qualifications:

  • B.S. degree in Education, Early Childhood Education, Day Care Administration, Recreation Management, or a combination of equivalent education and experience required
  • Minimum of three years’ experience in Early Childhood management, preschool teaching, or a related field
  • Thorough understanding of all licensing regulations set by the Department of Children and Family Services
  • Knowledge of children’s physical, emotional, and developmental patterns
  • Expertise in curriculum planning, in-service staff training, program goal setting, and evaluating individual child progress
  • Must pass a criminal background check, drug test, and physical exam (costs covered by the Glencoe Park District)
  • Must possess a valid Illinois Driver’s License
  • First Aid/CPR/AED Certification within 6 months of hire
  • Food Handler Licenses within 30 days of hire
  • Food manager and Allergy certificate within 30 days of hire
  • DCFS Director, Lead, and Assistant Qualifications and certificates
  • Must be reasonably accessible in person or by phone/electronic communication at all times, except during periods of excused absence
