WORKING HOURS:

The Community Outreach Specialist is an exempt position that provides outreach and community-based services. This position is primarily a field-based role that has irregular business hours and often requires work in early mornings, evenings, and weekends. May be required to perform after-hours standby services as needed or some evening work, especially during the winter shelter season.


SUMMARY:

The Community Outreach Specialist is an exempt position that provides outreach services to tribal adults and/or youth who are in need of housing resources often due to unmet social, health, behavioral health needs and may have criminogenic needs. This position serves as a link to individuals who are not able to or unaware of housing resources offered in the region. The position serves as a community liaison who is able to strengthen community engagement through coalition efforts, cultural resources and prevention, and community events and education.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Street Outreach

  1. Provides community-based outreach and referrals as needed to tribal populations in the designated service area that are at-risk or currently unsheltered.
  2. Acts as a linkage to unsheltered tribal peoples who currently are NOT involved in Tribal WrapAround through the Tribe or homeless services with another service provider.
  3. Ensures homeless and transient unsheltered tribal populations in the region who refuse shelter care or other shelter options have necessary basic supplies to ensure safety (i.e. tents, water, food, medical).
  1. Conduct field-based screenings with homeless / transient population as needed and recording of such.
  1. Data entry of quality assurance and compliance data.
  2. Provide public health education with homeless / transient population.
  3. Focus population is on tribal youth in the region who are currently unsheltered or transient to ensure they receive services and shelter options.

Community Outreach

  1. Coordinate the regional tribal homeless coalition through monthly virtual/in-person and quarterly in-person events and training opportunities.
  2. Develop a formal network of allies through an MOU that will partner with the Tribe in addressing systemic barriers to homelessness and coordination of resources.
  3. Engage key stakeholders in the region such as tribes, counties, state, federal, non-governmental organizations, and nonprofits to develop a strong positive working relationship with the Tribe.
  4. Engage schools, courts, probation, child welfare, and other youth service providers to develop a strong relationship in youth advocacy.
  5. Ensure accurate and culturally appropriate public health information is available to the community.
  1. Provide on-going technical assistance and resources to community partners.
  1. Schedule and coordinate visits and meetings with collaborative partnering organizations and programs.

Culture is Prevention Outreach

  1. Coordinate and plan community-based events that target tribal youth and families who are at-risk of or currently homeless and/or transient.
  2. Coordinate and plan elder focused community-based events for elders who may be at-risk of neglect, exploitation, abuse, and/or are homeless or at risk of.
  3. Coordinate and plan community-based events that are geared towards disabled populations who may be at-risk of or is homeless.
  4. Coordinate and plan culture focused community-based events that serve as prevention interventions for tribal populations.
  5. Engage the community to promote the exchange of cultural teachings, practices, and ways through volunteerism.
  1. Assist in development of program material and resources.
  1. Assist in the development and implementation of food sovereignty community-based events.

SUPERVISORY RESPONSIBILITIES:

There are no direct reports for supervisory responsibilities for this position, but this position does have oversight of community volunteers.


QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.

  1. Bachelor's degree in social work, Public Health, Sociology, Criminal Justice, Human Services or related field is required.
  2. At least two years of relevant experience and a demonstrated track record in a similar related area.
  3. Honesty, accountability, and transparency with a commitment to social justice.
  4. Exemplary interpersonal skills: ability to collaborate effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism.
  5. Excellent crisis de-escalation and communication skills are required.
  6. Demonstrated intellectual independence and initiative and willingness to learn new skills.
  7. Must be able to maintain a high degree of confidentiality concerning all matters about the Tribe.
  8. Extensive knowledge and experience working with Native American communities, culture, customs and cultural law.

TRIBAL AND INDIAN PREFERENCE


Under the Indian Self-Determination and Education Assistance Act (25 U.S.C. § 450e (b)), the Dry Creek Rancheria applies the policy of "Tribal and Indian Preference" when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants who are enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card.


EDUCATION:

  1. Bachelor's degree in social work, Public Health, Sociology, Criminal Justice, Human Services or related field is required or equivalent work experience may be considered in-lieu of formal education.

LANGUAGE SKILLS:

  1. Must be able to read, write, speak and understand English; knowledge or fluency in Pomo is highly desirable.
  1. Excellent oral and written communication skills are essential to the successful conduct of this position.
  1. Ability to write accurate, grammatically correct, polished reports and business correspondence.
  2. Must be able to speak with the public professionally.

MATHEMATICAL SKILLS:

  1. Must have basic math skills (ability to add, subtract, multiply, and divide).

REASONING ABILITY:

  1. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  2. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram, or schedule form.
  3. Ability to process detailed work and requests for information or assistance in a timely manner.
  4. Ability to apply regulatory and procedure doctrine, concepts, and policy to practical situations.

LICENSES, CERTIFICATES, REGISTRATIONS:

  1. Must possess a valid California Driver's License with a clean driving record and be insurable under the Tribe's insurance policy.

PHYSICAL DEMANDS:

  1. Must be able to sit or stand for extended periods.
  1. Must be able to lift and carry up to twenty-five (25) pounds.
  2. Must be able to respond to visual and aural cues.
