Financial Analyst - PKH is looking for a Financial Analyst to work full-time / onsite at the Pentagon in support of the Office of the Chief Information Officer, Cyber Academic Engagement Office (CAEO).

Position Responsibilities:

·       Assist in DoD CIO CAEO PPBE efforts through advising during internal budget formulation and execution, annual budget certification requirements under 10 U.S.C. Section 142, annual Capability Programming Guidance development and publication, and information technology/cyberspace activities budget formulation.

·       Review and analyze current budget plans and historical data to provide recommendations for improvements.

·       Develop and implement processes for tracking and managing budget execution.

·       Conduct regular financial analyses to assess budget performance and identify variances.

·       Ensure all budget activities comply with relevant regulations and internal policies.

·       Facilitate effective communication with stakeholders regarding budget status and financial performance.

·       Support efforts to ensure DoD Cyber capabilities align to all DoD CIO programmatic and budget guidance.

Duties:

•           Performs financial analyses supporting programmatic obligations and meeting execution goals. Evaluates project costs and potentially cost- effective alternative ways to accomplish functional objectives. Provides cost estimating and financial management support, including all activities that occur during the life cycle of a program. Presents financial plans, recommendations, analyses, and other advice within a broad functional area.

•           Possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems.

Contributes to deliverables and performance metrics where applicable.

Required Qualifications:

·       Top Secret Clearance

·       Bachelor’s degree in field related to tasking       

·       5 years related experience with Planning, Programming, Budgeting, and Execution (PPBE).

·       Demonstrated experience working with military components or other DoD agencies.

·       Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.

·       Knowledge of DoD Cyber workforce statutory and policy and associated orders and Federal policies would be helpful.

·       Experience using the Microsoft Office suite, particularly data analytics within Excel and developing briefing material with PowerPoint.
