Definition: General Statement of Duties: 

  • To plan, organize, supervise, and review the state payrolls or pension payments, or engaged in the examination of documents used in connection with receipts, encumbrance, and disbursement procedures to determine their accuracy, legality, and proprietary before payment is made.

Supervision Received: 

  • Works under the administrative direction of the Associate Controller with wide latitude for the exercise of initiative and independent judgment; work is subject to review for results obtained and compliance with prescribed procedures and directives.

Illustrative Examples of Worked Performed:

  • Responsible for maintaining strict scheduling of processing payrolls and vouchers in accordance with state laws, regulations, prescribed policies, and directives.
  • Supervise the development, maintenance, and review of computer data information and systems for accurate and timely performance.
  • Provide proper techniques and procedures to efficiently audit state payrolls and vouchers.
  • Responsible for the application of federal and state laws, rules, regulations, contracts, and agreements relating to the payment of payrolls or vendors.
  • Development and filing of accurate Federal and State monthly and quarterly payroll tax returns.
  • Maintain an effective liaison with all state departments and agencies to ensure proper payments to employees or vendors and to resolve various problems as required.
  • Work with State retirement, ERSRI, to manage and maintain accurate employee records for State Pensions.
  • Responsible for closing the year-end payroll accounts and producing accurate annual W2/W3 forms and filings.

Required Qualifications for Appointment: Knowledge, Skills, and Capacities:

  • A thorough knowledge of the principles, practices, and techniques relating to
  • Preaudit procedures as they relate to payments of various types of payroll transactions.
  • Full Payroll Process Cycle inclusive of the development and filing of all required tax returns.
  • State and federal laws, rules and regulations, and basic provisions of business and union contracts.
  • The ability to determine the mathematical accuracy, legality, and proprietary of payroll payments or payments to vendors, and related capacities and skills.

Education and Experience:
Education:

  • Graduation from a college of recognized standing with specialization in finance, accounting, business management, or public administration.
  • Certification as a certified payroll professional is preferred.

Experience:

  • Strong Excel skills.
  • Proven experience as a payroll specialist or payroll manager.
  • Solid understanding of accounting fundamentals and payroll best practices.
  • Knowledge of legislation and regulations of subject matter.
  • Proficient in MS Office and working knowledge of Workday software.
  • Trustworthy with attention to confidentiality.
  • Outstanding organizational ability with strong attention to detail.
  • Excellent communication skills.
  • Governmental experience preferred.
