This position is contingent on Contract Award



Obsidian Solutions Group (OSG) is seeking dedicated and dynamic individual to join our team as a FEMA Domestic Emergency Support Team (DEST) Training and Exercise Planner. The successful candidate will play a pivotal role in the planning, development, and execution of training exercises and workshops for the DEST Program. This position offers the opportunity to contribute to national security efforts and disaster preparedness through the design and implementation of realistic training scenarios.



Specific Responsibilities

  • Collaborate with the DEST Program Manager to develop and update the Multi-Year Training and Exercise Plan.
  • Design and conduct Training and Exercise Planning Workshops (T&EPW) to refine program priorities and objectives.
  • Develop, lead, and document a series of drills, tabletop exercises (TTXs), and functional exercises (FEs) in alignment with the DEST Training and Exercise Plan.
  • Ensure that exercises progressively increase in complexity, providing a comprehensive test of DEST Program capabilities.
  • Lead seminars and workshops for DEST members, adhering to the DEST Training and Exercise Plan and Position Task Book Requirements.
  • Coordinate with internal and external stakeholders to ensure exercises meet program priorities and objectives.
  • Utilize virtual platforms and tools for exercise management, facilitation, and documentation.
  • Contribute to the development of exercise and training products to support the achievement of program objectives.
  • Stay updated on emerging trends and best practices in exercise design, emergency management, and national security.
Requirements:
  • Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, or a related field required; Master’s degree preferred.
  • Minimum of 5 years of experience in emergency management, homeland security, or a related field, with a focus on exercise planning and execution.
  • Previous experience working with federal emergency response agencies, particularly FEMA, is highly desirable.
  • Experience in coordinating and facilitating TTXs and FEs, preferably within the realm of counterterrorism or WMD response.
  • Proven experience in developing and executing training exercises, including seminars, workshops, drills, TTXs, and FEs.
  • Proficient in using exercise planning and evaluation tools and software.
  • Active TS clearance (SCI eligible)
  • Must be a U.S. citizen.
