Position Summary: Overall responsibilities include the management and oversite of the organization’s payroll operations for union and non-union employees. The Payroll Manager is able to prioritize and implement procedures to ensure timely reporting and processing and support their team in doing the same. Responsible for managing the accuracy of all weekly and bi-weekly, off cycle, bonus, on a timely basis.
Responsibilities:
- Provide supervision, leadership and direction to the payroll specialists.
- Ensures the procedures, systems, and people in place support the efficiency, accuracy and timeliness of the weekly and bi-weekly payroll for 2 tax IDs and for 1800+ employees.
- Ensures the on-going maintenance of the system for all earnings, accruals, deductions, and taxes of hourly and salary employees, and compliance with DOL guidelines.
- Recommends, maintains, and develops payroll policies, best practices and contributes towards efforts to standardize payroll procedures and continuously improves services.
- Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer’s social security, unemployment and workers compensation payments.
- Manages external relationships with 3rd party vendors, quality assurance procedures to validate and reconcile payroll data, and communication to mitigate risk of any payroll related processing or filings performed off site.
- Reviews and analyzes current payroll and tax procedures in order to recommend and implement changes leading to best-practice operations.
- Audits W-4s, payroll balance sheets, YTD earnings, etc. to provide consistent practices throughout the organization.
- Assist with compensation and contribution reporting for annual 990 filings 401(k) & 403(b) audits.
- Provides overall payroll operations expertise and works.
- Train Directors/Managers on procedures to follow regarding time and attendance.
- Administer the handling and resolution of all problems related to employees’ paychecks, accruals and timesheets.
- Communicate actively with operations, HR and finance to review cross-departmental impacts and reconcile data sharing.
- Does additional projects as necessary.
- Maintain confidentiality at all times.
Qualifications: Bachelor’s degree in accounting or finance. MS Office and Excel knowledge required. Five (5) years of automated payroll processing experience. Must have experience to support, coach and manage a team of payroll processors.
