Tenacious Solutions, LLC is seeking an Acquisition Program Manager to support our client in the Northern VA area.

Primary job duties and responsibilities may include, but are not limited to the following:

  • Plan, execute, and oversee acquisition programs from initiation to completion, developing and managing budgets, schedules, and resources to align program objectives with organizational goals and client needs.
  • Lead the Government client in conducting strategic requirements review, acquisition strategy development, Request for Proposal development, and in performing other related procurement tasks as required.
  • ·Review requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations.
  • Prepare solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, and maintained up to date.
  • Develop and prepare requirements documents (e.g., PWS, technical evaluation factors, performance plans, etc.).
  • Prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/Orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
  • Respond to Freedom of Information Requests and Protest actions.
  • Advise and assist the Government in the full life cycle of acquisitions and serve as the Subject Matter Expert for all acquisition matters.
  • Provide proactive acquisition assistance, recommendations, and document preparation support in all areas of the acquisition lifecycle,
  • Assist and support price/cost analysis on contractor submitted cost proposals/quotes to include, detailing direct/indirect cost elements, development of price negotiation memoranda, cost reasonableness, allowability, and allocability.
  •  Review, evaluate, and provide recommendations on contractor price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS).

The ideal candidate will have:

  • Minimum clearance at the Secret level
  • Excellent written, presentation and verbal communication skills
  • Bachelor’s degree in business or related major
  • Proficiency in the use of standard office software and applications (MS Office, Acrobat, etc.)
  • Strong analytical and statistical skills
  • Experience with federal acquisition and business-related systems (PRISM, SAM, GSA, etc.) to perform contract data input, validation, and research.
  • Excellent written, presentation and verbal communication skills
  • Knowledge of Federal Acquisition Regulation (FAR).
  • PMP or NCMA certification desired.
  • DAWIA (Defense Acquisition Workforce Improvement Act) or FAC-C (Federal Acquisition Certification in Contracting) level III certified desired.
  • 10 years of federal contracting experience, preferably at the DoD
  • Extensive experience on complex, large efforts ($100M+).
