Summary

The primary purpose of this position is to provide assistance to the Chief Community Affairs Officer  and the Director of Resident Initiatives coordinating a variety of programs and services managed by the Resident Self Sufficiency (RSS) Department. The incumbent will work closely with internal staff and external stakeholders/ service providers in order to coordinate programs and services for HACP residents. 

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Provides support to the Chief Community Affairs Officer and Director of Resident Initiatives and; 

  • Provides support for Tenant Council election process;

  • Works with and provides support to Tenant Councils to ensure that they are in compliance with all applicable regulations; 

  • Coordinates and track/ monitors data and activities for all service providers and intergovernmental agreements to ensure compliance; 

  • Ensures that the MOU/ MOA program monitoring takes place and ensures that all tenant councils have been presented with the opportunity to sign and be recognized;

  • Coordination and continuation of Program  Coordinating Committee (PCC) activities;

  • Provides educational opportunities for HACP youth by assisting in coordination of programs and activities conducted Clean Slate E3, the HACP’s non-profit affiliate; 

  • Develops correspondence including presentations, letters, and brochures to service providers to create community partnerships and relationships that enhance services to the clients of the RSS Department; 

  • Provides opportunities for residents to achieve self-sufficiency by coordinating efforts with external service providers during special events such as community days, job fairs, resource/ health fairs;

  • Facilitates/ Organizes trainings and workshops for various leaders in HACP such as conferences, one day training, panel discussions. Provides ongoing leadership/financial training for tenant councils - trained on effective leadership, financial responsibility, community planning; 

  • Meets routinely with the Director of Resident Initiatives and Self-Sufficiency Coordinators to identify barriers to service delivery;

  • Ensures agency compliance by maintaining reports such as contracts for all service providers;

  • Assists the Chief Communication Officer and the Director of Resident Initiatives with the organization and planning of partnership activities;

  • Assesses strategies and methods to improve outcomes;

  • Maintains inventory of HACP representation in the community and of outside service providers and organizations; 

  • Works across department on Resident Service Initiatives that help build client offerings;

  • Represents HACP in the community for Resident Service related initiatives; and,

  • Performs other duties as assigned.

 

Education and/or Experience

Bachelor’s degree in human service, social service, public administration, or related field and a minimum of 2 years’ experience in human services or areas related to management of public organization. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan. 

 

Technical Skills

To perform this job successfully, an individual must have strong communications and organizational skills, as well as computer skills, including proficiency in Microsoft Office applications (MS Word, Excel, and Outlook), and TAAG. Must have the ability to learn other computer software programs as required by assigned tasks.
