Scope of Work
NOAA Alaska Fisheries Science Center (AFSC) requires administrative, outreach, education, and coordination support to accomplish this work for Arctic activities and Equity and Environmental Justice (EEJ) activities in Seattle, Washington, and Juneau, Alaska. Specific Requirements/Tasks to be addressed by the Candidates and monitored by the Project Lead under this task order include:

Specific Requirements/Tasks
Key tasks include the following: POSITION 1
1. Arctic Activities (Seattle, Washington or Juneau, Alaska): The candidates shall provide support to the Alaska Fisheries Science Center (AFSC) Director in coordinating AFSC’s top priorities for Arctic research:

Task 1: Arctic Strategy - The candidates shall assist in the coordination with multiple Arctic-related organizations to prepare an Arctic strategy for research and representation for NOAA Fisheries:
A. Gather information, in collaboration with AFSC leadership, from state, federal, and international organizations to compile research goals and objectives in the Arctic.
B. Produce a draft strategic plan for regional and national review and organize meetings, as required, with AFSC leadership to discuss the draft strategic plan.

Task 2: Project and Meeting Support - The candidates shall help coordinate, facilitate, and support AFSC marine science engagement activities in the Arctic. Tasks include the following:
A. Coordinate, organize, and facilitate regular meetings and sharing of information with academic, agency, and community representatives on the Central Arctic Ocean Fisheries Agreement.
B. Coordinate, organize, and facilitate AFSC engagement with academic, agency, and community representatives on Arctic issues as needed.
C. Coordinate the preparation of Arctic-related presentations and other materials as required.
D. Develop meeting minutes, presentations, briefing memos, and/or other materials as required.

POSITION 2
2. Equity and Environmental Justice (EEJ) Activities (Seattle, Washington or Juneau, Alaska):

Task 1: Project and Meeting Support: The candidates shall coordinate, facilitate, and provide logistical support for EEJ Working Group meetings and conference calls with constituents. The tasks include the following:
A. Coordinate planning and logistics of EEJ Working Group meetings and develop draft agendas, meeting minutes, recordings, secure meeting space, presentations, or other materials as required.
B. Facilitate EEJ Working Group meetings and conference calls as needed.
C. Document results of EEJ Working Group meetings and conference calls.
D. Prepare a monthly progress report that includes, but is not necessarily limited to, the following: accomplishments, upcoming activities, issues encountered, travel (including purpose, significant outcomes, and action items), recommendations, status of tasks, deliverables, and milestones, if applicable.

Task 2: Communications and Outreach Support: The candidates shall coordinate, facilitate, research, and provide EEJ communications and outreach support. The tasks include the following:
A. Prepare annual progress report on the execution of the Alaska EEJ Implementation Plan
B. Coordinate and develop resources to support community engagement activities, including guides for staff visiting Alaska rural communities, cultural competency training, etc.;
C. Support REFM Social Scientists, AFSC Tribal Research Coordinator, and AFSC Communications Team by identifying opportunities to collaborate on and co-design research. This includes seeking interested communities and incorporating their input at every research stage, developing, collecting, analyzing, interpreting, co-authoring, writing, and sharing results.
D. Collaborate with community experts before starting new research projects to better understand community perspectives, interests, and concerns. Have discussions at key junctures during the projects, including planning, logistics support, facilitation, and results-sharing phases to support the AFSC
E. Communications Team, Tribal Research Coordinator, and Researchers. Prepare a monthly progress report that includes, but is not necessarily limited to, the following: accomplishments, upcoming activities, issues encountered, travel (including purpose, significant outcomes, and action items), recommendations, status of tasks, deliverables, and milestones, if applicable.

Task 3: Organize and Coordinate: The candidates shall organize and coordinate EEJ activities. The tasks include the following:
A. Organize and conduct biannual presentations to AFSC supervisors to discuss EEJ efforts.
B. Organize and coordinate a session during the quarterly AFSC Board of Directors retreat to discuss the EEJ Implementation Plan, metrics, and areas for improvement.
C. Coordinate, develop, and facilitate EEJ-related IRA presentations.
D. Develop and maintain up-to-date resources on the intranet for AFSC staff.
E. Produce monthly progress report to include, but not necessarily be limited to, the following: accomplishments, upcoming activities, issues encountered, travel (including purpose, significant outcomes, and action items), recommendations, status of tasks, deliverables, and milestones, if applicable.

Task 4: Track EEJ activities. The tasks include the following:
A. Coordinate with AFSC to develop and implement a tracking tool for EEJ activities.
B. Review of AFSC research activity plans and external grant proposals to track the inclusion of EEJ specific language and activities and recommend changes for inclusion of specific language.
C. Coordinate and provide support to AFSC Principle Investigators (PIs) when developing Notice of Funding Opportunities (NOFOs). Serve as the Point of Contact (POC) for PIs.
D. Produce monthly progress reports to include, but not necessarily be limited to, the following: accomplishments, upcoming activities, issues encountered, travel (including purpose, significant outcomes, and action items), recommendations, status of tasks, deliverables, and milestones, if applicable.

 

Qualifications
The proposed candidates personnel must have experience in the following:

Minimum Qualifications
Master’s in environmental policy, science, or related field
Program planning and management in a team environment [marine research environment– office work only, no field work]
Developing performance metrics and milestones
Meeting planning and facilitation skills
Working with diverse interagency teams
Excellent verbal and written communication skills
Current MS Office skills

Preferred Qualifications
At least 5-years working with marine fisheries information programs or other science-based programs
Experience working with Alaska Native communities and Alaska underserved communities

The candidates shall provide interdisciplinary expertise in program and project management, business processes, best practices and procedures, database management, and meeting facilitation. The candidates shall also have knowledge and expertise of NOAA Fisheries policies and programs and experience with planning, Federal financial management, and operations.
