JOB SUMMARY

The project manager of new construction is responsible for providing support and construction oversight of vessels currently under construction as well as major modifications of existing vessels currently in the fleet and equipment projects. The project manager of new construction will assist naval architects, shipyards, and the engineering department with design specifications and drawings. The project manager of new construction (owners’ representative) will be accountable for the effective achievement of performance, quality control, cost containment, establishing goals for assigned projects, and working with all associated stakeholders including but not limited to company personnel, shipyards, vendors, and customers. The project manager of new construction will be involved in the analysis of problem solving to include complex technical problems and communication.

JOB RESPONSIBILITIES

  • Access project requirements, research feasibility of concepts & design studies, address the effectiveness of planned modifications including safety and structural analysis and validation of appropriate rules and or design standards
  • Assist engineering and new construction department with statements of work, cost estimates, presentations & reports, develop specifications and big packages for new construction and major repair projects
  • Contribute to company business strategy development
  • Develop and maintain project files, communications, and technical data
  • Incorporate and support health, safety, and environment (HSE) practices in overall business, planning, and performance
  • Maximize profitable company operations and strategic growth
  • Participate in corporate-wide initiatives to identify and develop best practices both in and outside of the department
  • Provide direct support to engineering staff for either new construction or repair
  • Provide technical direction to the staff to set and schedule goals and objectives
  • Research technical information to support design and updates to vessel systems
  • Support project planning and efficient execution of projects to plan
  • Weight and stability analysis to include development of weight and center of gravity estimates, the performance of intact and damaged stability

EDUCATION & EXPERIENCE

  • Minimum 5 years in marine vessel operation experience such as maintenance, drydocking, major repair project management, and new construction
  • A high school diploma or GED is required; an advanced degree in marine engineering, naval architecture, or equivalent is preferred; extensive experience may be considered in lieu of education
  • Attention to detail and problem-solving skills; sometimes complex
  • Excellent interpersonal skills

REQUIRED LICENSURE & CERTIFICATIONS

  • A Merchant Mariner Credential such as an officer endorsement as a chief engineer is preferred
  • A valid Passport
  • An active and valid Texas driver's license
  • Transportation Worker’s Identification Credential (TWIC)

  • Design and construction of marine vessels from concept through final construction
  • Establishes short and mid-term work plans and optimizes resources to ensure that work area objectives (e.g., aligned with productivity, quality, and costs) are consistently met

  • Interpersonal skills to include self-awareness and the ability to deal professionally with others and always make professional judgments

  • Naval architecture, marine engineering, mechanical engineering, system safety and reliability, and shipyard safety requirements.
  • Proven ability to troubleshoot, test resolutions, and escalate common issues
  • Proven analytical and problem-solving skills
  • Robust understanding of the U.S. Coast Guard regulations and ABS rules applicable to steel vessel construction and repair
  • Strong background in operations, construction, maintenance, and repair
  • Strong communication, organizational, analytical, time management, problem-solving, and planning skills

WORKING CONDITIONS

  • Out-of-region, state, and country travel may be required to attend training, seminars, or work-related events
  • The position will require extended out-of-town travel based on the location of the new construction site (shipyard location)
  • Work hours will be assigned based on business needs. However, work hours will typically be Monday-Friday from 7:30 am to 4:00 pm or adjusted to suit the project that has been assigned, as shipyard schedules vary.
  • Work hours may include irregular hours to assist in completing special tasks or assignments including out-of-town travel
  • Work will be performed in the office and in the field

  • Assist the management and or executive team when requested to complete special projects and complete all assignments within a time frame established by the department manager
  • Completion of other duties as assigned by the department manager as it relates to the program and position
