The Property Manager's responsibility is to achieve the highest potential for the property which they manage and to create a positive, welcoming, supportive environment for residents, visitors and property associates.  The Manager is responsible for all phases of management including compliance, collections, budgeting, maintenance, tenant and public relations, communications with regulatory agencies and their representatives, as well as owners and upper management.  This position entails managing third part privately owned multifamily residential properties and will be responsible for regulatory compliance and overseeing the maintenance & operations of facilities, by performing the following duties personally and/or through subordinate supervisors:

Core Responsibilities

Tenant Relations:

1.      Attend move-in and move-out inspections with tenants

2.      Customer Relations/ Promptly address tenant inquiries and requests

3.      Prepare & send lease violation notices, lock out charges/notices

4.      Prepare & send leases to Stabilized residents

5.      Coordinate tenant-based voucher lease renewal process

6.      Coordinate lease signing, income certification and subsidy processing with Rental Dept.

7.      Review incident reports and follow up with tenants/legal/security

Maintenance

1.      Manage tenant and staff relations to help ensure that work orders are completed timely

2.      Maintain a level of cleanliness and security within the property

3.      Oversee the coordination of building projects and coordinate tenant access

4.      Address issues that may arise with outside vendors/contractors

5.      Oversee & coordinate the HQS/ENSPIRE process

6.      Work with superintendents to ensure that vacant units are rent ready

7.      Oversee the P.O. process based on budget constraints

8.      Oversee the completion of work orders and violation removal process

Inspections:

1.      Conduct Building Inspections daily

2.      Coordinate and ensure completion of annual unit inspections

3.      Oversee the move-in and move-out Inspection process

P+L Responsibilities:

1.      Identify & communicate with residents regarding issues affecting their tenancy including arrears/late rent notices/payment plans

2.      Initiate non-payment & Holdover process as needed

3.      Ensure proper renewal and processing of affordable related subsidies/requirements including: Tenant Based Vouchers, FHEPS, Section 8, ERAP, Tax Credits, and the 421a program.

4.      Bill Payments

Agency Responsibilities:

1.      Coordinate annual property Inspections and file reviews such as REAC, MOR, ENSPIRE, and HQS.

2.      Register Rent Stabilized apartment with DHCR

3.      Maintain all required site documentation and prepare files as needed

4.      Attend file reviews and provide all required documentation

5.      Review and respond to all Agency Reports/inquiries

6.      Prepare, submit & post all required annual notifications and certifications such as bed bug reports, energy grades, window guard & lead based paint notices.

Regulatory Compliance:

1.Manage rent up process including income qualifications and compliance

2.Utilize Housing Connect to screen, review, qualify and approve all applications.

3. Maintain compliance with all Federal, State and Local rules and regulations including but not limited to LL52, LL84, LL87 & LL97.

Other:

1.      Maintain Tenant Files

2.      Complete all PM reporting as required inc. quarterly reports, vacancy updates, legal updates, retention committee and recertifications.

3.      Coordinate move ins/move outs

4.      Initiate & coordinate legal actions/court appearances

5.      Initiate a Holdover in the event a tenant doesn’t renew or violates their lease

6.      Work with Bookkeeping to correct ledgers

7.      Collaborate with Social Service agencies to make referrals to supportive agencies

8.      Assist in relocation process

9.      Attends virtual and in-person weekly meetings with Ownership.

10.   Perform asset management function as needed.

Job Requirements

1.     Bachelor degree and Minimum of 3 years Supervisory level affordable housing management experience.

2.     Excellent leadership and interpersonal skills.

3.     Strong computer and communication skills, both verbal and written

4.     Ability to multi-task and meet deadlines in a fast-paced environment.

5.     Experience with Yardi Voyager

6.     Ability to prioritize and manage time effectively.
