OVERVIEW

Under the direct supervision of the Executive Director the person performing in this position is responsible for carrying out the mission of Grand Forks Housing Authority by guiding the overall operations of GFHA’s Facilities Department. This position involves leading a team of employees to carry out the department goals and objectives, i.e. maintenance of all facilities and grounds owned and/or managed by GFHA. The Facilities Department Manager is an exempt, upper level management position. The Facilities Department Manager must maintain positive interactions with all people during the performance of the job responsibilities. The Facilities Department Manager
must possess managerial skills demonstrating initiative, professionalism, integrity, and confidentiality in all areas of performance.

SUPERVISION RECEIVED AND EXERCISED

This position receives direct supervision from the Executive Director. This position exercises direct supervision to the Facilities Department Supervisor, Managed Property Inspector, Facilities Department Administration Specialist, Facilities Maintenance Technicians and other assigned staff to the Facilities Department.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Prioritizes maintenance work and service requests for the apartment communities managed by GFHA. Completes related paper work in an accurate and timely manner. Utilizes computer software to track the status of open and closed work orders.
  • Monitors and manages the completion of specific carpentry, plumbing, painting, electrical, HVAC, masonry, grounds keeping, fire suppression system, security system, and other general maintenance in accordance with GFHA policy and procedure and local city, state and federal building codes when applicable.
  • Manages apartment maintenance turnover process. Assures inspection of all rent ready apartments to ensure all maintenance items are completed and the apartment is ready for move-in.
  • Manages the completion or supervision of the move-out checklist assigning appropriate resident move-out charges and forwards to the Property Manager for approval and completion of the final account statement.
  • Maintains a working knowledge of all maintenance programs and capital improvement projects to ensure the proper and efficient operation of systems, preventive maintenance programs, custodial functions, and responses to resident service requests. Ensures compliance with housing quality standards.
  • Maintains current knowledge of and ensures compliance with all applicable state and local laws, particularly regarding resident-landlord relations, all applicable OSHA regulations and Fair Housing laws, and ensures that all supervised associates are familiar with and understand them. Maintains current knowledge of building(s) fire and emergency systems and location of shut off procedures for gas, electric and water.
  • Maintains courteous and continuous communication with associates and residents in a respectful and professional manner. Monitors completion of all work orders and all functions to ensure the preservation of the property and its value.
  • Communicates with residents regarding questions, concerns, service requests, and recertification inspections and takes steps to resolve issues or refers them to appropriate associates.
  • Responds to all residents in a courteous and prompt manner, prepares correspondence to residents and maintains accurate conversation records.
  • Participation in the soliciting and analyzing of competitive bids for budgeted maintenance and capital improvements as required.
  • Responsible for the hiring and termination of all Facilities Department staff. ? Reviews and inspects all vendor/contractor work performed to ensure quality and completeness, andvcompliance with company standards. ? As needed, purchases inventory supplies adhering to the property budget and company policies and procedures. Advises as to department equipment needs, to include small tools to heavy equipment and vehicles.
  • Reviews, codes, and approves all vendor invoices and forwards to the Finance Department for processing.
  • Participates in the annual preparation and monthly management of the operating budget and monthly variance reports.
  • Annually inspects the physical apartment site including all buildings, roofs, siding, windows, garages, carports, driveways, streets, recreational facilities, and other building features, identifying all areas in need of immediate or future repairs and maintenance and prepares an inspection report for review by owners.
  • As necessary, conducts weekly property inspection of all common areas of properties and completes a property checklist used to prepare work orders scheduling the required repairs/work.
  • Makes recommendations to owners on new technologies, methods, and materials for improving operating costs. ? Schedules and/or provides on-call maintenance for evenings, weekends and holidays as scheduled.
  • Conducts safety meetings in accordance with GFHA's policy and procedures.
  • In conjunction with the Facilities Department Supervisor, supervises and provides support and direction to the facilities maintenance staff. Resolves personnel issues and supports team building with positive and open communication.
  • Supports and motivates peers and staff to participate in company sponsored classes and provided training, with the objective of completing individual goals and objectives. Ensures staff is in compliance with all mandatory training.
  • Supports industry networking and encourages staff to participate in industry association functions. ? Performs other duties as assigned. Actual job duties and responsibilities may vary depending on the size of the properties and number of units in the property.

QUALIFICATIONS (Knowledge, Skills and Abilities)

Preferred Experience:
This position requires a unique combination of management skills and knowledge of industry related products and methods. A degree or equivalent experience in facility maintenance, human services, business administration, property management, or related fields is required. Supervisory experience is also required. This position requires a valid driver’s license and dependable transportation as well as successful completion of all background checks including criminal records.

  • Knowledge of general maintenance, supervisory skills and budget implementation required;

  • Ability to perform basic mathematical functions such as addition, subtraction, multiplication, and calculating percentages;
  • Demonstrated competency using computer programs such as Microsoft Office Suite, 365 as well as ability to learn and use new systems as needed;
  • Self-motivation and the ability to work independently including prioritizing job duties; ? Manage and successfully lead and motivate a team of diverse individuals with various job duties;
  • Ability to maintain confidentiality;
  • Skill in establishing and maintaining positive relationships with diverse residents, applicants and staff;

  • Available to respond to occasional property or tenant emergencies;
  • Sensitivity and effectiveness when dealing with people from diverse backgrounds and with special needs.

WORKING CONDITIONS
Environmental and Physical Conditions: Office and field environment; travel from site to properties; work with computers; Must be able to lift 50 pounds without assistance; able to walk property grounds as needed and flights of stairs; Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.

SALARY AND BENEFITS
This is an exempt position. Competitive salary depending on qualifications. Range $77,988 to $98,545. Benefits include employer sponsored healthcare (medical, dental, vision), retirement program, paid vacation and sick leave, 11 paid holidays, basic and voluntary life, and long-term disabiliity.
