Aperto Property Management’s residential portfolio includes multi-layered HUD (e.g., Section 8 and 236), LIHTC and 80/20 properties. We are currently searching for an experienced Director of Housing Compliance to join our team in Southern California, CA.

In this role you will oversee day-to-day compliance support and resources (involving compliance, training, fair housing and other matters). In addition, the Director of Housing Compliance provides executives with strategic insight, guidance and risk awareness associated with regulatory program obligations and trends. This role will report directly to and work closely with the President of APM.

The requirements listed below are representative, but not exclusive of the knowledge, skill and/or ability required:

Responsibilities

Update, develop and standardize procedural guidelines for administering and maintaining compliance with all affordable housing programs in the APMI portfolio, including but not limited to management, tracking and response procedures for MORs, LIHTC audits, general agency inquiries, and lease-ups.

Pursue and maintain current, comprehensive knowledge of all affordable housing compliance programs present in APMI’s current or potential portfolio, ensuring awareness of and procedural guidelines for administering and maintaining compliance with those programs.

Stay abreast of changes in relevant affordable housing, rent regulation and other laws and regulations applicable to the multifamily real estate industry and initiate training to facilitate appropriate changes company wide.

Assist in preparing and submitting documents, such as Management Plans, Project Status Reports (PSR), Annual Owner Certifications (AOC), Affirmative Fair Housing Marketing Plans, Tenant Selection Plans, demographics and lease packages, etc.

Work with Compliance Specialists, Operations, Regional Vice Presidents and Regional Managers to design, assign, schedule, carry-out a comprehensive internal audit function with appropriate follow-up to monitor and assure company-wide compliance.

Prepare and update Management Certifications to summarize regulatory as well as state, city and local requirements for properties.

Work with Compliance Specialists, Operations, Regional Vice Presidents and Regional Managers to prepare for MOR and other relevant agency audits. Lead team to assist in drafting and reviewing responses to audit findings and provide follow-up to local teams to ensure ongoing compliance.

Provide Aperto’s Operations team with requirements for singular or upfront training requirements for sites and corporate employees associated with mitigating identified compliance risk factors.

Partner with our operations teams and training group in assuring that our front-line staff and their managers have up-to-date, comprehensive, training resources to support their operations in the areas above and others as they are identified.

Review training department reports to assure all required training is being taken as scheduled and notify supervisors timely if not the case

Qualifications

  • At least ten years of affordable housing compliance experience (e.g., Section 8/236/LIHTC/Bond/multilayered programs) required;
  • Effective communication skills; ability to interface effectively and professionally with executives, owners, asset managers, agency representatives and department staff;
  • Ability to prioritize, track and manage multiple tasks;
  • Ability to work effectively independently and as part of a team of professionals;
  • Ability to review, interpret, and apply government regulations;
  • TaCCs, COS, HCCP, SHCM or other widely known affordable housing compliance certifications preferred;
  • Must be willing to travel approximately 33%.
