We are seeking an experienced RCRA (Hazardous Waste) Compliance and Logistics Coordinator to support ECC's various hazardous waste contracts, serving the Department of Defense (DOD) in Anchorage, Alaska. The successful candidate will lead and oversee DOD client RCRA hazardous and non-hazardous waste, assist in maintaining environmental compliance at all times, and conduct RCRA compliance assessments. The candidate must be able to identify, analyze, and document RCRA compliance as a result of applying expert knowledge of federal, state, and local regulations. Short duration travel to local and remote DOD sites throughout Alaska and the Pacific is required.

Key Responsibilities Included:
- Adhere to and enforce safety program requirements during all activities, ensuring personal safety and the safety of others as priority one.
- Organize logistics for preparation, removal and disposal of hazardous waste and materials from local and remote DOD sites in Alaska and the Pacific.
- Arrange transportation of hazardous waste and materials including submittal of waste profiles, manifests, etc. through coordination with DOD, and contractors for turn-in and pick-up of hazardous waste.
- Develop and follow standard operating procedures (SOP) for shipments of waste.
- Perform site visits and waste compliance inspections of remote sites as necessary and on a quarterly and annual basis (up to 10% and up to 2-week periods).
- Prepare documents for waste shipments, waivers for extended hold times, EPA and client meetings, inspection reports, etc.
- Verify characterization and profiling of waste to ensure proper handling, storage, transportation, and disposal of different waste streams.
- Ensure compliance with all federal, state, and local regulations, as well as internal policies DOD, EPA, OSHA, RCRA, CERCLA, etc. at all times.
- Generate comprehensive reports and documentation for submittal to the EPA and other governmental organizations regarding generator status, and quantities and types of waste generated.
- Attend regular meetings with the client, EPA, and other stakeholders.
- Prepare and coordinate status updates and briefings on hazardous waste.
- Conduct RCRA compliance audits of DOD facilities.
- Maintain positive relationships with customers and clients, addressing their needs, and ensuring efficient waste management services.
- Abide by company and client policies and procedures.
Qualifications:
- 10-15 years experience in hazardous waste operations with a thorough understanding of hazardous waste regulations, including Resource Conservation and Recovery Act (RCRA) requirements.
- Bachelor's degree in environmental science/studies, or a related field preferred but may be waived based on experience.
- 40-hour HAZWOPER and current 8-hour refresher as applicable.
- DOT dangerous goods training; prior International Aviation Transportation Agency (IATA) and/or International Maritime Dangerous Goods (IMDG) experience preferred.
- Experience with the EESOH-MIS government waste and materials tracking database preferred.
- Strong organizational and logistics skills.
- Excellent communication and interpersonal skills, with the ability to interact effectively with regulatory agencies, clients, and team members.
- Demonstrated problem-solving abilities and sound decision-making in complex waste management scenarios.
- Proficiency with hazardous waste manifesting processes.
- Ability to pass government background checks for Military installation access as applicable.
- Pass pre-employment drug test including recreational and medicinal marijuana.
- Experience with department of defense/government contracts a plus.
- Possess a valid Driver’s license with clean driving record.
- Ability to pass occupational physicals and meet physical demands of the position.
- Possess strong computer and data analytical skills.
- Ability to travel to various waste accumulation sites throughout Alaska and the Pacific as necessary on an occasional basis.
