Title: Aviation Life Support System (ALSS) Technician, Supervisor/Site Lead

SCA wage: 28.95, plus H&W 4.98
Required Years of Navy/Marines Maintenance Experience: 15
· Graduate of Navy PR “A” School, or equivalent Air Force or Army MOS courses.
· Applicable training, qualifications, and certifications required to perform services as indicated in Naval Aviation Maintenance Program, COMNAVAIRFORINST 4790.2_ Series and Class V Ammunition and Explosive Material required for effectively maintaining and supporting ALSS. Qualification and certification shall be required for personnel performing Class V Ammunition and Explosive Material work in accordance with MCO 8023.3 Series.
· Current and medically qualified per NAVMED P-117 standards to maintain night vision systems.
· Possess an extensive understanding of the USMC aviation activities with routine exposure to training.
· Possess, or be able to attain, comprehensive knowledge of aircraft systems and capabilities across all United States service branches, U.S. allies, and other military or contracted aircraft inventories.

Required Years of Navy/Marines Maintenance Experience: 5
· Graduate of Navy PR “A” School, or equivalent Air Force or Army MOS courses.
· Applicable training, qualifications, and certifications required to perform services as indicated in Naval Aviation Maintenance Program, COMNAVAIRFORINST 4790.2_ Series and Class V Ammunition and Explosive Material required for effectively maintaining and supporting ALSS. Qualification and certification shall be required for personnel performing Class V Ammunition and Explosive Material work in accordance with MCO 8023.3 Series.

Qualifications
The Contractor shall ensure personnel performing functions are qualified to perform Collateral Duty Inspector (CDI) or Collateral Duty Quality Assurance Representative (CDQAR) in accordance with the NAMP within 90 days of contract award and throughout the period of performance. All maintenance will be performed and inspected in accordance with the NAMP, Maintenance Requirement Cards (MRC’s), applicable technical publications, and local procedures as directed by MAWTS-1 standard operating procedures (SOPs). The Contractor shall, periodically, accompany CDIs and CDQARs during scheduled maintenance and unscheduled maintenance tasks to recheck their qualifications.
Contractor personnel will be highly qualified and technically competent in their assigned skill category, meeting the minimum qualifications identified within this PWS, and as specified in the individual skill classifications listed in Table 3 below. The Contractor shall ensure employee’s qualifications remain current by providing initial and refresher training as needed to meet the PWS requirements. The Contractor shall provide copies of certifications and designations to the COR within 24 hours of request, provide training records, certification, licenses etc. The Contractor shall track and report all requirements and status IAW CDRLs A002 Monthly Manning Report, CDRL A003 Weekly Status Report, and A004 Quality Assurance Program Plan.
O-level Maintenance
· The Contractor shall supervise the CH-53E/K, V-22, UH-1Y, AH-1Z, C-130J, F-18C/D, AV-8B, and F-35B/C O-Level maintenance tasks; including, but not limited to:
· The troubleshooting, removal, installation, repair, inspection, and/or documentation of: egress and escape systems, inflatable systems; emergency radio systems; survival items and personal equipment; pyrotechnics, and/or other related ordnance; aircrew breathing systems; and support equipment.
· The acceptance and transfer of: egress and escape systems; inflatable systems; emergency radio systems; flight clothing; survival items and personal equipment; pyrotechnics, CADS/PADS, and/or other related ordnance; aircrew breathing systems; and support equipment.
· The fitting, manufacture, troubleshooting, removal, installation, repair, inspection, and/or documentation of flight clothing.
· The handling, stowage, and safety precautions associated with pyrotechnics, CADS/PADS, and/or other related ordnance; and aircrew breathing systems.
Pre-Flight: The Contractor shall perform pre-flight (which could include pre-positioning support equipment, and flight gear) to ensure aircrew equipment is ready for use, in support of the sorties and timelines of the daily flight schedule and/or fleet support periods.
Support Services: The Contractor shall perform pre/post-op checks and operation of support equipment, to include conditional, scheduled inspections, and periodic maintenance. The services described above may be performed multiple times each day as the flight schedule or maintenance dictates.
Corrosion Control Services: The Contractor shall perform and support Corrosion Control and ensure aircraft components, ALSS gear and SE services are performed IAW governing directives by ensuring all inspection standards are met.
Corrosion Control Prevention and Treatment: The Contractor shall perform all corrosion prevention and treatment IAW applicable directives. The Contractor shall check ALSS for tools and other foreign objects that could potentially put the aircraft or aircrew at risk. Corrosion Control services may be performed multiple times each day.
Tools Equipment and Hazardous Material/Waste: The Contractor shall inventory and maintain tools, and properly handle hazardous materials/waste per activity’s Safety Data Sheet (SDS) and local governing directives.
Tool/Government Furnished Equipment Maintenance: Repairs, periodic maintenance, and calibration of all Support Equipment (SE), IMRL, calibration-required tools or Government Furnished Equipment (GFE) shall be performed at the appropriate level of maintenance base support equipment I-level facilities and calibration laboratories are available to provide I-level support for GFE items. Repairs or periodic maintenance which is considered to be O-level in nature are required to be performed at the squadron level by either the Contractor or uniform personnel, as appropriate.
Scheduled and Unscheduled Maintenance Functions: The Contractor shall perform assigned scheduled and unscheduled maintenance on flight equipment as coordinated by Squadron and/or designated Maintenance Control Government representative IAW the designated maintenance manuals for assigned aircraft and equipment. The Contractor shall meet the established timeline goals for special inspections. Upon completion of maintenance or during the execution of an in-process inspection, when required the Contractor’s Quality Assurance shall inspect the equipment to certify that all maintenance performed by the team is correct and complete.
Inspection, Disassembly, and Repair: The Contractor shall perform inspection, disassembly, repair, servicing, TD compliance, modification, assembly, surface finish removal, corrosion control, preservation/ de-preservation services.
Government Tool Accountability and Inventory: The Contractor shall follow established Government tool accountability and inventory procedures. Report loss, damage, destruction or theft (LDD&T) of Government property to the Contracting Officer’s Representative (COR) not later than five (5) business days after discovery utilizing DD Form 200-Financial Liability Investigation of Property Loss.
Emergent Maintenance: The Contractor shall ensure personnel respond to rapid task changes and are available to respond to emergent maintenance requirements within one hour during normal working hours.
Technology Use: The Contractor shall ensure personnel are competent in Microsoft Office software and have the ability to utilize SharePoint, and other Government websites.
Maintenance Instruction Manuals (MIMs): The Contractor shall perform all tasks outlined in the Maintenance Instruction Manuals (MIMs) or equivalent maintenance publications and messages
