Overview

The Bureau of Indian Affairs (BIA), Office of Trust Services (OTS), Division of Real Estate Services (DRES), headquartered in Albuquerque, New Mexico, requires the services of a Real Estate Review & Processing Support Services Team to assist with timely and efficient real estate services processing for FAST-41 and other priority projects. This work supports the implementation and funding provided under the Infrastructure Investment and Job Act, Inflation Reduction Act Section 70007, Federal Permitting Improvement Steering Council’s Environmental Review Improvement Fund, (ERIF), 42 U.S.C. § 4370m-8(d), which funds the administration, implementation, and enforcement of Title 41 of the Fixing America’s Surface Transportation Act (FAST-41). FAST-41 establishes procedures, governance mechanisms, and funding structures for federal environmental review and permitting for certain infrastructure projects.

The purpose of the National BIA Real Estate Services Review and Processing Support contract for FAST-41 projects is to improve the efficacy of the application review and process, by contracting additional capacity to address the application workload in an accurate and timely manner. Increasing the capacity shall improve consistency, efficiency, and coordination with Tribes, Tribal offices, state agencies, and other Federal agencies.

Place of Performance

The primary place of performance for this task order is remote (i.e., a professional home environment). In-person attendance at technical meetings may be required. Additional travel for site visits will be required.

Scope of Work - the personnel will be responsible for the following:

  • Lead/Manage the Real Estate Review & Processing Support Services team to support BIA Central Office and Regions in the scope of the contract includes project management support and technical support of BIA’s contract management of applications for tribal broadband projects.
  • Shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort.
  • Review of contract management applications submitted for broadband project under federal regulations, BIA policies and procedures.
  • Consults with the DRES and DESCRM with established BIA’s policies and procedures during the performance of the Contract.
  • Shall possess documented knowledge of BIA’s regulations, policies, and procedures, reviewing contract management transactions related to tribal broadband projects.
  • Ability in reviewing environmental impact reports related to tribal broadband projects and be able to work collaboratively with the Division of Environmental Services and Cultural Resources Management (DESCRM) within the Office of Trust Services.
  • Collaborate with BIA and the National Telecommunication and Information Administration (NTIA) under the U.S. Department of Commerce’s federal program officers and tribal grantees funded through NTIA’s Tribal Broadband Connectivity Program (TBCP).

Summary of Responsibilities - Include, but are not limited to the following areas:

  • Encoding and Processing: This involves acknowledging the receipt and review of a Real Estate Review & Processing Support Services team to ensure rights-of-way shall be surveyed along existing or proposed centerlines, show all relevant curve data and land boundaries.
  • Legal and Compliance Requirements: This includes meeting all regulatory requirements including consent requirements, land status, legal description review, encumbrance verification, and verification of National Environmental Policy Act (NEPA) and Section 106 compliance, bonding, and fair market value appraisals.
  • Documentation and Administrative Processes: This involves preparing contract management documentation: applications and supporting documentation completeness, conducting administrative reviews, handling objections processes, and managing records in accordance with federal records management plans.
  • Coordination and Communication: This includes participating in meetings and coordinating with Tribes, Tribal offices, state agencies, and other Federal agencies.
  • Reporting: This involves providing weekly and monthly reports or reports in any other identified timeframes.
  • Land Resource Management Plan: This involves managing land resources according to a specific plan. Contract deliverables may also include preparation of requests to enter tribal lands for site visits and logistical assistance toward coordination of field work.
  • Road Services and Road Analysis: This involves providing road services and conducting road analyses related to broadband projects and activities.
  • Realty Specialist shall be responsible perform contract management services transactions by assisting in the processing of applications regarding rights-of-way, permitting, leases, and coordinate with Tribes to assist with moving the applications to approval for FAST-41 covered projects.

Qualifications

The Task Lead must have at least a Bachelor of Science Degree; Master of Science Degree preferred. General experience: Ten (10) years of experience or related industry experience. Experience level should be equivalent to a GS-13 Series with in-depth knowledge of wide range of real estate principles, concepts, and practices to review/validate GS-12 work plus project management experience.

The SME Realty Specialist must have a Bachelor of Science Degree. General experience: Ten (10) years of related experience. Experience level should be equivalent to a GS-12 Series.
