Join a team of dedicated staff whose mission is to uplift community members to recognize and develop skills to reach their potential.San Mateo County's Pioneer Court is an outpatient behavioral health treatment program for Youth and Adults. Pioneer Ct provides Drug MediCal services which includes outreach and engagement, intake/assessment, goal planning, individual and group counseling, crisis support services, social recreational activities and care coordination.

The Program Manager (PM) is a key member of the leadership team and responsible for the direct management of the Youth and Adult Behavioral Health Outpatient/Intensive Outpatient and Recovery Step Down (RSD) programs in San Mateo County. The PM is responsible for the day-to-day supervision of the Direct Services and Administrative staff. In partnership with the Director of Clinical Services/Clinical Supervisor the PM ensures that all aspects of the programmatic and clinical process are functioning efficiently and in compliance with contracts and licensing regulations. The PM will also collaborate with the leadership staff of residential treatment programs and the Admissions Manager to ensure smooth transition of referrals from residential to outpatient care.

Key Responsibilities

  • Handles aspects of management, including direct supervision and training of direct services and administrative support staff.
  • Responsible for the overall management of programmatic and administrative operations.
  • Has responsibility for coordination of services, and ensuring contractual requirements are being met.
  • Represents the agency with a high degree of professionalism and maintains positive working relationships with funders, CBOs, schools, and other stakeholders.
  • Leads or assists in developing Plan, Do, Study, Act (PDSA) processes for the design, evaluation, and quality improvement processes.
  • Works with other leaders and internal agency departments in coordination of contract monitoring and audits.
  • Responsible for tracking client capacity within the program and raising outstanding concerns to senior management.
  • Provide coverage for direct services such as individual counseling, groups and crisis support services.

Education and Knowledge, Skills and Abilities

Education and Experience Required:

  • Relevant Bachelor’s degree, or Drug and Alcohol Certification recognized by DHCS • Minimum of one year of experience in mentoring, coaching, training or supervising staff or volunteers.
  • Minimum of four years of experience in co-occurring behavioral health treatment in an inpatient or outpatient community mental health setting.
  • Knowledge of community resources.
  • Experience with government contracts and compliance.

Desired:

  • MA/MS in a Behavioral Health field, licensed as an MFT, LCSW, or PhD with the CA Board of Behavioral Sciences (BBS) and meets all requirements to provide clinical supervision to interns registered with the BBS.
  • Minimum 3 years of experience in supervisory or management role.
  • Completed clinical supervision training required by the BBS, and ongoing maintenance of clinical supervision CEUs.
  • Bilingual/Bicultural in at least one of the County’s identified threshold languages (Spanish, Vietnamese, Tagalog, Chinese dialects, Farsi).

Background Clearance Required:

  • Must not be on active parole or probation.

Knowledge Required:

  • Knowledge of approaches to recovery such as harm reduction, ASAM assessment, motivational interviewing.
  • Knowledge of substance use and mental health evidence-based practices and models.
  • Knowledge of co-occurring disorders and trauma informed practices.
  • Knowledge of Medi-Cal Clinical documentation (treatment plans, progress notes etc.).
  • Culturally competent and able to work with a diverse population.
  • Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency.
  • Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications.
  • Experience with Electronic Health Records.
  • Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data.
  • Integrity to handle sensitive information in a confidential manner.

Desired:

  • Knowledge of San Mateo County Department of Behavioral Health Services policies and processes.
  • Knowledge of evidenced based practice and/or models used in San Mateo County, including Seeking Safety, Motivational Interviewing, Cognitive Behavioral Therapy, etc.
  • Experience with government contracts and compliance.
