The Project Manager for Operations and Maintenance at Capital Brand Group's - GSA (General Services Administration) locations in El Paso, Tornillo, Fort Hancock and Marfa, Texas as well as Santa Teresa and Columbus, New Mexico, is responsible for overseeing and managing all aspects of building facilities within our government properties. This position plays a crucial role in ensuring that our facilities are well-maintained, safe, and efficient, providing a conducive environment for government agencies to operate effectively.
Key Responsibilities:
1. Facility Management:
- Plan, coordinate, and execute maintenance and repair activities for all building facilities under GSA contracts.
- Monitor and assess the condition of buildings, infrastructure, and equipment to identify maintenance and improvement needs.
- Oversee the development and execution of preventive maintenance schedules.
- Ensure compliance with all relevant regulations, codes, and standards in facility management.
2. Project Planning and Execution:
- Collaborate with various teams to plan and execute capital improvement projects for GSA facilities.
- Develop project scopes, budgets, and timelines, and obtain necessary approvals.
- Oversee the selection of contractors, vendors, and service providers and manage their performance.
- Monitor and report on project progress, including budget and schedule adherence.
3. Budget and Resource Management:
- Manage the budget for facility maintenance and capital improvement projects.
- Evaluate and optimize resource allocation to ensure cost-effectiveness.
- Implement cost-saving measures and identify opportunities for efficiency improvements.
4. Compliance and Safety:
- Ensure compliance with all federal, state, and local regulations related to facility management and safety.
- Implement and oversee safety protocols and emergency response plans.
- Conduct regular safety inspections and risk assessments.
5. Stakeholder Communication:
- Collaborate with GSA representatives, government agencies, and internal stakeholders to address their facility needs and concerns.
- Maintain open lines of communication with all relevant parties and ensure excellent customer service.
6. Reporting and Documentation:
- Maintain accurate records of all maintenance, repairs, and projects.
- Prepare regular reports on the status of facility management activities and project outcomes.
- Document and archive all project-related information for future reference.
Qualifications:
At a minimum, resume shall address and contain ALL of the following:
a. The full name of the proposed candidate.
b. A detailed description of the proposed candidate’s employment history for the previous five years.
c. The names and addresses of the companies for whom the proposed project manager worked for the past five years, along with the names and telephone numbers of the immediate supervisors as references.
d. To be considered similar in the project experience for Contract Project Manager, the resume SHALL provide details to demonstrate:
● The Contract Project Manager shall possess at least five years of recent (within the past seven years) experience in the successful Contract management and supervision of building mechanical operations and maintenance for buildings of the approximate size 165,000 Sq FT complexity (multi-building operations, multi-tenant) and characteristics (historical, high rise, high efficiency) of the buildings to be covered by this Contract.
● The Project Manager must show the experience and ability to schedule maintenance and repair of equipment and systems; and manage a crew of tradesmen including electricians, HVAC, Chief Mechanics, General Maintenance Workers, and the knowledge and experience to supervise
the repair and operation of phased electrical systems, BAS, HVAC (Boilers, Chillers, AHU’s) in commercial buildings, fire protection and life safety systems and equipment, Service Request Desk Operation to
include NCMMS (or similar type maintenance tracking software), facilities designated as Historic by the Historic Building Society and/or contain historic components.
e. The Project Manager is required to be fully conversant in English (Bilingual Spanish preferred)
This position is vital in ensuring that Capital Brand Group's GSA facilities in Texas and New Mexico meet the highest standards of safety, functionality, and efficiency. The Project Manager for Building Facilities will play a key role in maintaining and improving these properties to support the mission of our government clients.
