Under the general direction of the St. Anthony Family Shelter supervisor, the RRH Case Manager will assist homeless persons move into permanent housing with the assistance of funding provided through the grant from the U.S. Housing & Urban Development (HUD) grant. They will assist these persons in maintaining housing through case management and other supportive services. The position will assist homeless persons with varying challenges such as: victimization due to domestic violence, homeless disabled persons, as well as mental health and medical needs.

Schedule: Monday-Friday, 8am-5pm

Accountabilities:

  • Provides direct advocacy and case management services to eligible recipients as defined by HUD and compliant to the grant award. This includes screening for eligibility, intake and assessment, housing plan development, housing search, landlord advocacy, housing counseling, family financial budgeting/fiscal literacy, and community referrals with the goal of permanent housing stability.
  • Reviews, processes and submits to Department Director check requests for rental assistance and supportive services (moving costs and/or utility deposits). The HUD grant provides rental assistance that may include application fee, deposits and monthly rent.
  • Facilitates active referrals and communications with the City Housing Department, the County Housing Department, landlords, and other providers of permanent, affordable housing in Sedgwick County.
  • Maintains professional contact with community resources and advocates for all client needs. Coordinates a spectrum of community resources and referrals for participants.
  • Enters program demographic and service data into the agency database (TIER) and Wichita-Sedgwick County HMIS system. Ensures data is entered and available for required reporting. Completes all required reporting to the U.S. Department of Housing & Urban Development, with assistance provided by the agency Director of QA & Compliance as needed. Also completes all agency required outcome and financial reports.
  • Maintains case files as per RRH policies and ensures clients understands housing rights under the Kansas Landlord-Tenants Act and reviews all leases with clients prior to execution of the document.
  • Updates and maintains policies specifically applicable to the CoC HUD Rapid ReHousing Program for the agency. Provides information and support to all agency staff at the time of compliance and audit of services by HUD.
  • Completes all housing inspections prior to client move-in and completes discharges from the project within 30 days of client achieving permanent housing stability.
  • Reviews grant expenditures on monthly basis to ensure accountability and stewardship of grant funds with the Department Director and agency Director of Finance. Meets monthly with the agency Director of QA & Compliance to review outcomes of enrolled clients and to conduct case management review.
  • Completes travel within Sedgwick County to meet with eligible program clients to deliver services Monday thru Friday. Use of personal vehicle is required (mileage reimbursed).
  • Represents the agency at Wichita- Sedgwick County CoC meetings and all other related meetings.
  • Successfully completes SOAR certification if not current and completes SOAR assessments on appropriate clients.
  • Performs other related assigned duties.

Requirements:

  • Education
    •  Bachelor's degree in human services required.
    • Preference to applicants having a degree in social work, sociology, or psychology.
  • Certification, Recertification, Registration, or License
    • Class C driver's license, motor vehicle, and vehicle insurance required.
  • Experience
    • Minimum of two (2) years professional experience in housing and employment and success working with low-income, economically disadvantaged families required.
    • Preference will be given to applicants who have work experience with HUD programs including but not limited to Rapid Re-Housing, Homeless Prevention, ESG, Permanent Supportive Housing.
  • Skills and Abilities
    • Demonstrated competency in use of personal computer via mouse and keyboard, familiarity with Windows and Microsoft products.
    • Preference will be given for applicants who have HMIS experience.
  • Exposures
    • Controlled inside work environment with noise/vibrations from general office equipment.
    • Minimal exposures to fumes/dust/odors.
  • Physical Demands
    • Work Type: Light, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
