Director of Human Resources, Benefits & Payroll

Job Description

Our client is a well-established and growing allied healthcare organization, doing business throughout California. This service organization is looking for a well-experienced HR Professional to lead their Human Resources, Benefits and Payroll functions. The successful candidate will have deep experience in each of these areas, and be a hands-on team leader, effective manager, communicator, and strategic C-Suite partner.

Under the supervision of the CEO, this position directs and manages the full range of HR, Benefits and Payroll administration for the organization. In addition, they are responsible for maintaining labor law compliance through the creation of policies, procedures, audits and effective employee risk management. The position is located in the greater Los Angeles area.

RESPONSIBILITIES:

Human Resources:

· Manage all day-to-day activities of the human resources functions, including onboarding and offboarding with a focus on compensation, benefits, and performance, providing oversight and executing tasks as needed.

· Provide supervision, coaching and mentoring for the human resources team of managers and staff.

· Create and revise HR policies and procedures and update employee handbook as needed.

· Oversee annual performance review process.

· Develop, implement, and communicate staff engagement strategies and manage subsequent action and organizational change.

· Ensure the policies and practices of the organization comply with applicable provisions of federal, state and local labor laws.

· Ensure staffs compliance with HR policies and procedures.

· Support open communication throughout the organization and proactively drive internal communication on topics that affect all staff.

· Practice positive employee relations, including coaching, counseling & discipline.

Benefit Administration:

· Ensure benefit packages that align with organizational goals and employee needs.

· Manage 401(k) reporting, workers' compensation, insurance census, and audits.

· Plan and execute open enrollment periods efficiently.

· Manage the benefit administration systems, ensuring accuracy and compliance.

· Oversee benefit enrollment processes, assuring accuracy and completeness.

· Communicate effectively with employees about compensation, benefits, and other aspects of their employment.

· Analyze and modify compensation and benefits policies to ensure competitiveness and legal compliance.

· Research and propose competitive base and incentive pay programs to attract and retain top talent.

· Ensure salary reviews and recommendations are consistent with the salary administration structure and policy.

Payroll Processing:

· Oversee and manage all aspects and functions of payroll processing including weekly payroll processing and review of quarterly and year-end payroll tax filing and reporting.

· Ensure compliance with all applicable state and federal laws and regulations, with a focus on California-specific labor law requirements.

· Collaborate with the payroll team and senior leadership, providing insights and advice in areas requiring analytical and technical skills.

· Develop and implement strategies for efficient payroll and management ensuring accuracy and timeliness.

· Coordinate with teams and managers to ensure engagement and alignment with organizational goals.

Compliance & Risk Management:

· Create, recommend, and keep company policies current, in line with best practices and regulatory changes.

· Provide counsel consistent with company policies, legal considerations, and best practices.

· Lead employee relations and investigations, assuring fair and effective outcomes.

· Maintain up-to-date knowledge of trends and regulatory changes in HR, talent management, and employment labor law.

· Advise managers on organizational policy matters, such as equal employment opportunity, recommending necessary changes.

REQUIREMENTS:

· B.A./B.S. in Human Resources, Finance or Accounting, or related field.

· Minimum 7-years of related management experience.

· Outstanding leadership capabilities.

· Deep knowledge of Federal and California wage and labor laws.

· Proven experience in the development of effective and compliant processes, procedures and systems.

· Proven experience in the management and administration of the full range of employee benefits, leaves of absence and workers’ comp.

· Extensive knowledge of payroll processes and working knowledge of leading payroll systems.

· Very high level of accuracy and attention to detail and deadlines.

· Strong interpersonal skills with an ability to maintain a strong level of customer service.

· Strong computer skills. Proficient in Microsoft Word, Excel and PowerPoint.

· Exceptional verbal and written communication and presentation skills.

· Upbeat, energetic and delightful. Adheres to a culture of professionalism, operational excellence and drives for results.

· Previous experience in Healthcare or Allied Healthcare industries is strongly preferred.
