Background:
The United States Army Chaplain Corps builds Army spiritual readiness to deploy, fight, and win our Nation's wars, by providing reliable and relevant world-class religious support, as a unique element of the Army that is fully engaged across the full spectrum of conflict. The Office of the Chief of Chaplains, (OCCH) provides religious services and support to the command as an instrument of the U.S. Government to ensure that Soldiers' religious "free exercise" statutory rights are protected.
OCCH provides leadership to the Chaplain Corps and exercises technical supervision over chaplains, Religious Affairs Specialists, directors of religious education (DREs), religious activities, and religious support operations throughout the Army. OCCH is supported by the Strategy, Plans, Policy and Resources (SPPR) Directorate in the Pentagon, the Strategic Initiatives Group (SIG) at Fort Hamilton, NY, and the Religious Support Operations Center (RSOC) at Fort Jackson, SC. The USA-IRL represents the Field Operating Agency (FOA) the Chief of Chaplains intends to establish at Fort Jackson. The USA-IRL will be one entity, with four organizational elements-the RSOC, the Religious Leadership Academy (RLA), the Graduate School for Army Chaplain Corps Professional Development (GSACCPD), and the Non-Commissioned Officers Academy (NCOA)-which will operate under the leadership and control of the Chief of Chaplains.
Requirements and Qualifications:
- Master's degree in public policy, public administration, or law.
- 10 years of relevant experience in developing and monitoring Army policy.
- Provide ad hoc guidance and consultancy to OCCH leaders in the areas of religious support and spiritual readiness, Army Chaplain Corps training, Soldier and Family Ministry, and Army policy development.
- Serves as technical specialist and liaison between OCCH and other HQDA organizations on complex religious support issues, processes, or methods.
- Prepares analytical support-related correspondence to facilitate client and project staff communication (e.g., notices, memorandums).
- Maintains support records and acts as the custodian of support documents and records (e.g., file of deliverable, support reporting records).
- Formulates policy; plans, coordinates, and directs editorial activities; and supervises workers who assist in selecting and preparing material for publication in magazines, trade journals, house organs, and related publications.
- Determines theme of issue and gathers related material.
- Writes or assigns staff members or freelance writers to write articles, reports, editorials, reviews, and other material.
- Reads and evaluates material submitted for publication consideration.
- Secures graphic material from picture sources and assigns artists and photographers to produce pictures and illustrations.
- Assigns staff members, or personally interviews individuals and attends gatherings, to obtain items for publication, verify facts, and clarify information.
- Assigns research and other editorial duties to assistants.
- To carry out responsibilities at this level requires a four-year degree.
- Confers with executives, department heads, and editorial staff to formulate policy, coordinate department activities,
- establish production schedules, solve publication problems, and discuss makeup plans and organizational changes.
- Organizes material, plans overall and individual page layouts, and selects type.
- Marks dummy pages to indicate position and size of printed and graphic material.
- Reviews final proofs and approves or makes changes.
- Reviews and evaluates the work of staff members and makes recommendations and changes.
- May read copy to detect errors in spelling, punctuation, and syntax.
- May verify facts, dates, and statistics, using standard reference sources.
- May rewrite or modify copy to conform to publication's style and editorial policy and mark copy for typesetter, using
- standard symbols to indicate how type should be set.
- May read galley and page proofs to detect errors and indicates corrections, using standard proofreading symbols.
- May confer with authors regarding changes made to manuscript.
- May select and crop photographs and illustrative materials to conform to space and subject matter requirements.
- May prepare page layouts to position and space articles and illustrations.
- May write or rewrite headlines, captions, columns, articles, and stories according to publication requirements.
- May initiate or reply to correspondence regarding material published or being considered for publication.
Security Requirements: Contractor personnel (to include subcontractors) performing work under this contract shall be capable of obtaining a favorable SECRET Clearance.
Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0900-1500 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
Place of Performance: The work to be performed under this contract will be performed at the Pentagon, Arlington, VA, or nearby Government facilities, unless otherwise approved by the COR. In the event of a local or national emergency, operations may be moved to another local NCR government facility or telework may be authorized. Telework must be preapproved by COR and government lead.
Travel: The contractor will be required to travel CONUS and within the National Capital Region (NCR) during the performance of this contract to attend meetings, conferences, and training.
