Job Title: Application QA Testing Lead
End Client: MD Department of Health (MDH)
Location: The primary place of performance is HYBRID, with 2-3 days per week at the Baltimore Office located at 201 West Preston Street, Baltimore, Maryland 21201, or a delegated satellite location.
Pay Rate: 48-53/hr

Background: The Maryland Department of Health (MDH) Office of Enterprise Technology needs the following resources to assist in driving multiple Major IT Development Projects over the next few years. These individuals will be deployed to support the implementation efforts needed to complete current state assessments and workflow documentation to ensure that business operations are clearly understood. These resources will play a critical role in supporting the MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill the business need. MDH is embarking on various modernization projects including but not limited to the implementation of case management systems across multiple business areas, for example, the Maryland AIDS Drug Assistance Program (MADAP), Electronic Health Records (EHR) system, Bed Registry, Electronic Licensing systems (ELRMS), just to name a few. Our technology landscape is complex and there are many interdependencies that may require resources to work cross-functionally across multiple projects and/or business units. Resources will typically be assigned to a core project team. However, work on multiple projects may be required based on workload, allocation, and specialization.


Maryland Department of Health is seeking a resource to operate as an application Quality Assurance Testing Lead.
The objective is to provide direction, coach and direct the application testing process, adherence to testing standards
and deliverables and interdependency of testing across all application workstreams. The objective is to ensure
thorough testing of the application components and interdependencies in order to deliver a high-quality product that
will meet business goals and objectives.


Duties/ Responsibilities:
● Organize and control the Testing process across all application work tracks.
● Ensure visibility, traceability, and control of the testing process to deliver high-quality software across all
application work tracks.
● Assist with review and updates to test plans.
● Monitor test execution across all work tracks, ensuring the quality and reliability of application
functions/components.
● Provide testing resource planning, management, and resolution of issues that impede the testing effort.
● Apply the appropriate test measurements and metrics to monitor/track progress.
● Communicate test results and impacts across interdependent application work tracks.
● Review results and report problems and anomalies.
● Work closely and collaboratively with both MDH business partners, PMO, and Vendor technical delivery
teams to understand business requirements.
● Ensure software testing is done on time and as planned and notify management about bottlenecks and other
issues and risks.
● Review UAT Plans and provide coaching/guidance to Testers as needed.
● Provider oversight in Defect triage meetings.
● Report Weekly status to Project Manager(s) on testing progress across all application work tracks.

Education:
● A bachelor’s degree from an accredited college or university with a major in Computer Science, Information
Systems, Engineering, Business, or other related scientific or technical discipline.

General Experience:
● Experience in QA concepts and best practices.
● Knowledgeable about writing test cases and test scripts
● Familiar with User Acceptance Testing (UAT) processes and collaborating with the business stakeholders
on UAT process.
● Familiarity with defect management tools (HP ALM, Bugzilla, JIRA etc.)
● Ability to prioritize multiple tasks .
● Strong verbal and written communication skills.
● Organized and structured with experience operating as a “lead.”

Specialized Experience:
● 5+ years’ experience in mid-scale or large-scale system development projects (including using test
automation, test strategy, developing and executing test plans.)
● Experience with Healthcare domain.
