The Director’s Office of Public Health-Seattle & King County (PHSKC) is seeking a COVID-19 & Health Equity (CHE) Grant Manager who will bring their lived experiences as well as their technical knowledge to manage a federal grant to transform the systems and policies that lead to health inequities. This position will provide day-to-day management of all aspects of the grant, including project management and support to grant-funded staff, monitoring the grant budget, supporting program sustainability and transitions, and reporting to the Centers for Disease Control and Prevention (CDC) as the primary point of contact.


The position will be a member of the Office of Equity and Community Partnerships and will report to the Director of the Office who is the Principal Investigator for the Federal grant. This position is funded by the CDC COVID-19 disparities grant, which has a budget period from June 1, 2021 to May 31, 2026. The Office of Equity and Community Partnerships works to advance racial and health equity in King County by addressing the root causes of health inequities, including systemic racism. This position will help to support grant-funded programs including community advisory groups; community health resources and services; language access; community navigation; priority populations; and public health department infrastructure and belonging work. The original 2-year grant has had multiple no-cost extensions and is in its final extension period. This position will support the management and close-out of the grant in its final 18 months of implementation.


Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last through May 2026 . However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.

As the CHE Grant Manager, this position will:

  • Provide support to grant-funded staff who are responsible for implementing grant-funded programs. These teams are self-sufficient but benefit at times from guidance and support about how their work fits into the grant’s goals.
  • Monitor the budget spenddown of the remaining grant funds and support the work of the leads for community contracts.
  • Complete reporting to and serve as the central point of contact for the CDC. This includes quarterly, annual, and close-out reporting to the CDC, as well as monthly activity summaries.
  • Work with finance, contracting, administrative, and other department staff to ensure that CHE grant spending is in compliance with Federal regulations.
  • Support program sustainability efforts, like grant writing and/or income generating strategies, to contribute to smooth program transitions as grant funding ends.
  • Support partnerships between the office, public health programs and teams, other King County departments, community partners, and the public.
  • Other duties as assigned.

Required:

  • Ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, LGBTQ, immigrant/refugee communities, and people with disabilities.
  • Experience working with local government and/or a public health organization.
  • Experience managing programs or large projects, including skills in or willingness to learn budget monitoring.
  • Ability to coordinate across and collaborate with multi-disciplinary teams and/or community partners and make programmatic recommendations.
  • A well-developed understanding of anti-racism/equity and social justice principles and experience leading work that integrates equity and social justice as well as community-centered approaches.
  • Demonstrated ability with Microsoft Office applications, like Teams, Word and Excel.

Desired:

  • Experience with managing funded grants or projects and/or funding compliance principles and its application to community programming, contracting, and procurement.
  • Skills in budgeting, contracting, and quality improvement principles and techniques with an equity lens.
  • Knowledge or experience in grant-writing or sustainability planning.
  • Demonstrated knowledge of and expertise in principles and processes of public health, health equity and social determinants of health related to identified population needs.

Work Schedule
Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is Exempt from the provisions of the Fair Labor Standards Act.


Work Location
This position is located at the Chinook Building, 401 5th Ave, Seattle, WA 98104. Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary.
