The Department of Public Health (DPH) seeks a customer-focused Human Resource (HR) Analyst to fill a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) within the department.


In support of the Department of Public Health HR Team, the HR Analyst will assist with full-cycle recruitments, leave of absence tracking, and onboarding for a wide variety of positions within the department.

This position reports to the HR Supervisor who oversees the day-to-day functions of the Recruiting Team.


Background

The Human Resources Section falls under the Office of the Director and is responsible for Recruiting and Hiring; Leaves; Leadership Development and Employee Engagement; and Employee and Labor Relations.


Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last two years, with possibility of extension.


This vacancy may also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week, 1.0 FTE. FLSA non-exempt and is eligible for overtime. Our employees are paid on a bi-weekly schedule, every other Thursday.


Work Location

This position is based out of the Chinook Building, located at 401 5th Ave, Seattle, WA, 98104 but work is performed in a hybrid environment.


Some of the work associated with this position will be performed through teleworking, and will report to office location, campus, and community events and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.


  • Manage and perform full-cycle recruitment processes. Partner with hiring managers to develop recruitment strategies that focus on the candidate experience while managing business expectations.
  • Provide key strategic consultation to senior leadership and hiring managers regarding their hiring needs.
  • Engage with and source applicants to build pipelines of competitive diverse candidates for the next generation of positions. Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events. Manage the candidate relationship through the complete recruiting lifecycle.
  • Promote King County as an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals .
  • Leave Administration: Administer requests for protected leave under FMLA and KCFML. Review and approve leave requests, ensure approvals/denials comply with Federal, State, and County laws/policies. Provide advice and consultation on leaves issues, coordinate activities with Central HR, Benefits, and Payroll as necessary.
  • PeopleSoft: Add, update, and maintain employee data in PeopleSoft. Position management. Ability to create useful reports using queries.
  • Lean HR Process Improvement: Support and contribute to continuous process improvement of HR practices and processes, using Lean principles.
  • Advise, coach, and train managers and supervisors in employee engagement and HR business processes.
  • Research and respond to inquiries by staff and the public in a timely manner.
  • As a part of the Public Health HR team , you will also partner with your colleagues to develop value-added solutions to a wide variety of human resources issues.

  • Have experience managing full-cycle recruitments including providing consultative advice to hiring managers OR any combination of education and experience necessary to perform the scope of job duties.
  • Knowledge and experience of federal and local leave laws, as well as experience researching questions and engaging with employees, supervisors/managers about leave, while ensuring compliance with leave laws and policies.
  • Are skilled and comfortable using NEOGOV or other applicant tracking systems.
  • Are skilled and comfortable using PeopleSoft or other HRIS systems.
  • Can develop and implement screening and examination techniques to broaden our applicant pools; prepare candidates for interviews – reviewing culture, organization structure, job description, competencies and expectations. Assess applicants' strengths and fit for the agency through robust input from stakeholders.
  • Have a genuine collaborative and consultative style in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
  • Have excellent interpersonal skills and are very politically savvy; comfortable providing advice and consultation to our department and lead value-added discussions that challenge conventional norms and thinking.
  • Have strong consulting skills and demonstrated ability to work in a team environment, as a team leader and member, working collaboratively, building relationships, trust and rapport with others.
  • Have knowledge and experience in the use and application of employment laws, regulations, practices and principles.
  • Can prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Have effective communication skills that use tact and diplomacy in all situations.

  • Experience providing human resources support in a unionized environment

  • Experience with NEOGOV
  • Previous experience advising managers/supervisors on federal, state, and Local leave laws
  • Prior experience administering leaves in WA state
  • Previous success in recruiting, including relationship building and candidate sourcing, in Latinx communities.
