They continuously advance the arts and sciences, and/or the legal, fiscal, or logistical fields, and they make major contributions/improvements in management and infrastructures. Provides incisive technical advice to senior management, offering solutions and technical perspective, as appropriate, for decision-making. Provides authoritative technical advice and input to leadership regarding research and technical development and serves as an NSA spokesperson on technical issues. Considers Agency goals and performance strategically and guides the Agency's overall direction. Ensures that the Agency achieves its mission by developing its major programs, goals, and plans. Identifies the emerging strategies in the Directorates by developing relationships with key technical leaders to pull independent strategies together and facilitates leverages between mission elements, academia, and industry. Works with people and organizations outside his/her immediate organizationto include the Intelligence Community and the Department of Defense at largeto defend controversial or critical long-range NSA plans. Leads the technical workforce, exhibiting leadership competencies and behaviors, and mentors subordinates to ensure the development of a cadre of future Senior Technical Leaders. Creates an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. JOB SPECIFIC DUTIES AND RESPONSIBILITIES: The Office of the Inspector General (OIG) at the National Security Agency is seeking an experienced leader with outstanding program management, organizational, leadership, collaboration, strategic planning, and interpersonal skills to serve as the Assistant Inspector General (AIG) for Management and Planning. As a key member of the OIG Senior Leadership Team, the AIG for Management and Planning will have substantial responsibilities related to the full range of OIG management and planning functions. Providing direct leadership to a multi-disciplined staff of professional technical and support personnel, the incumbent will play a critical role in establishing a culture focused on innovation and inclusion by capitalizing on the strengths of the workforce to achieve exceptional mission outcomes. Strategic thinking, superior technical skills, strong business acumen, and exceptional inter-personal skills are essential in this new role. Specific responsibilities include, but are not limited to: Direct and integrate OIG's financial, human capital, workforce development, information technology and data analytics, internal and external communications, quality assurance, records management, and support service functions. Monitor implementation of decisions made by the Inspector General (IG); review accomplishments for timeliness and acceptability; provide advice and instructions; and ensure the IG's directives, instructions, and policies are carried out. Manage the sufficiency and effectiveness of OIG processes and internal controls. Drive efficiencies through standardization, modernization, and streamlining OIG deliverables. Oversee personnel engaged in the production of formal reports of findings and making recommendations to Agency officials for corrective actions. Engage in and coordinate management analysis and planning supporting current and future OIG programs and activities, including conducting and overseeing strategic planning with the objective of ensuring that the necessary infrastructure to enable evolving OIG programs and operations and that resources are used effectively and efficiently throughout the organization. KEY INTERACTIONS: NSA Directorates, other OIGs within the Council of Inspectors General on Integrity & Efficiency (CIGIE), including the OIGs that comprise the Intelligence Community Forum chaired by the IG of the Intelligence Community and the Department of Defense IG. Applicants should demonstrate most, if not all, of the following characteristics: An independent, objective attitude and appearance that precludes actual or perceived impairments or bias in conducting inspection work and presenting results; Senior management and corporate-level staff experience; Proficiency in negotiation and conflict resolution; and Experience with Agency or intelligence community missions, organizations, and processes would be beneficial, but is not required. The incumbent is subject to random drug and polygraph testing. This position requires a TOP SECRET clearance and SPECIAL BACKGROUND INVESTIGATION (SBI). Technical/Professional Development of Others: 25 points Candidate should have a strong record of developing the skills and abilities of others in the technical workforce, to include: Encouraging participation in career development programs, Mentoring and providing technical and career guidance, Initiating and supporting efforts to ensure the Agency workforce has the technical skills and tools required to meet future challenges, Actively sharing technical knowledge through teaching and/or participating in technical forums, and Effectively advocating for technical personnel for promotion, awards, and other forms of recognition. Technical/Professional Decision Making: 30 points Candidate must be a creative, innovative thinker, and be able to effectively organize and plan, set priorities, lead strategy and process development, and successfully implement. Factors to be taken into consideration include: Evidence of personal contributions to planning, execution, decision-making, and/or resolution of issues; Evidence of ability to initiate and sustain successful partnerships, alliances, and/or teaming activities; and Evidence of successful organizational representation and partnering/teaming with internal and external entities. Continued Technical/Professional Development: 10 points Candidate should have a strong record of continuous enhancement of technical and professional skills and knowledge, to include formal training, "stretch" assignments, research and writing projects, and interaction with other technical experts. Factors to be taken into consideration include depth of knowledge in a technical discipline and experience in translating high-level visions into practically achievable strategies and leading toward success. Leading the Intelligence Enterprise: 15 points Candidate should have a broad point of view of the intelligence mission and an understanding of individual and organizational responsibilities in relation to the larger IC strategic priorities. Factors to be taken into consideration include: demonstrated ability to build, leverage, and lead collaborative networks with key technical peers and stakeholders across the IC, and an ability to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. Pay, Benefits, & Work Schedule Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary Range: $191,900 - $204,000 Salary range varies by location, work level, and relevant experience to the position.
