POSITION SUMMARY PAY TRANSPARENCY/COMPENSATION: $100,000 Job Posting (hanford.gov) This position is responsible for the overall management of a diverse emergency response organization with over 150 employees and three manned fire stations. Responsible for executing the organization's missions to include: fire suppression, wild land fire mitigation, advanced and basic emergency medical services, hazardous materials response, special technical rescue, incident command and testing/maintenance of life safety fire protection systems. This position is also responsible for the Hanford Fire Marshal's Office and the conduct of fire investigations, issuing permits for work activities and building occupation, building and waste site inspections, fire safety and prevention education, analysis of fire hazards and the application of fire codes and standards for program and project implementation. The successful candidate will direct and manage the activities of the Hanford Fire Department through integration and coordination of the various programs falling under the jurisdiction of the group, including forecasting and preparing for future changes in work scope and responsibility based on the changing mission of the Hanford Site. Assure the safe, high quality, and secure operations of all facets of the department. Assure the safe, high quality, and secure operations of all facets of the department. * Serve as the Hanford Site Incident Command Agency for all fires and hazardous/radiological emergencies. * Coordinate off-site mutual aid responses with external emergency agencies. * Appropriately administer a multi-million dollar budget to ensure adequate manpower and equipment are available to meet needs and requirements. Forecast manpower and equipment requirements assuring cost effective and intelligent utilization of all resources. * Establish and maintain contact with on and off site agencies, including local Department of Energy (DOE) offices, other Hanford contractors, mutual aid agencies and other DOE site emergency response groups to aid in the formulation and implementation of a complete program for control of emergency situations. * Assure the achievement of company, departmental, and DOE goals; full responsiveness to the needs of customers; dedication to the accomplishment of the mission; and guarantee of quality, effectiveness and efficiency in all endeavors. * Develop, implement and oversee personnel development and motivational programs to ensure continued improvement and growth within the department. * Effectively recognize employee achievement as well as professional and personal development. * Direct and manage personnel activities, including hiring, transfers, promotions, disciplinary actions, salary actions and performance appraisals. Ensure line management is consistent in application of company and department policies and procedures. * Direct the comprehensive investigation of job injuries and first aid cases to identify immediate corrective actions and to determine the need for long term changes when trends are recognized. * Maintain a comprehensive knowledge of site geography, operations and facilities for use in emergency response situations. QUALIFICATIONS * Bachelor's degree in Fire Science, Public Administration or Business Administration and progressive experience in an organization comparable in size and complexity, or a commensurate combination of experience and education. * Proven work history of leading and managing the day-to-day activities of a comprehensive fire protection program in a unionized environment. * Strong analytical and problem-solving skills; and the ability to apply critical and strategic thinking to daily and long-term activities and planning. * Demonstrated leadership in a highly demanding, complex, government environment. * Exemplary interpersonal communication and leadership abilities to develop a union and exempt workforce productive team approach to providing fire services. * Experience in managing multi-million-dollar annual budgets. * Demonstrated understanding of emergency response and incident command system disciplines and strategies. * Read, analyze, and interpret common and technical journals, financial reports and legal documents and write reports, business correspondence, procedure manuals and complex documents. * Ability to respond effectively to the most sensitive inquiries or complaints. * Ability to write speeches and articles using original or innovative techniques or style. * Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. * Outstanding written and verbal communication skills * The ability to communicate and coordinate effectively with a variety of departments, agencies and other stakeholders regarding fire and emergency medical response, mutual aid response and fire protection services. * The ability to effectively communicate during performance appraisals, disciplinary actions, hiring actions and professional development. * The ability to effectively communicate with unionized employees and their leadership on a variety of concerns and department actions. * Specific knowledge in applicable National Fire Protection Association (NFPA) codes, standards and guides to include, but not limited to: NFPA 450 (Guide for Emergency Medical Services and Systems), NFPA 470 (Hazardous Materials Standards for Responders), NFPA 471 (Recommended practices for Response to Hazardous Material Incidents), NFPA 1001 (Standard for Fire Fighter Professional Qualifications), NFPA 1021 (Standard for Fire Officer Professional Qualifications), NFPA 1143 (Standard for Wildland Fire Management), NFPA 1561 (Standard on Emergency Services Incident Management System and Command Safety) and NFPA 1710 (Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments). * Must be able to obtain and maintain a "L" Clearance. * Desire qualifications 15 years of progressive experience in an organization comparable in size and complexity. * In depth knowledge of fire protection principles and practices, administration and management principles, laws, regulations and standards related to fire protection. * Experience in wildland and structural fire suppression. * Experience in providing fire protection services to Department of Energy facilities and with Department of Energy facility safety procedures. * Certification through IFSAC or ProBoard at the Fire Officer IV level. * Certification through IFSAC or ProBoard to the Hazardous Materials Incident Command level. * Experience as a Fire Marshal or providing oversight to Fire Marshal work scope to include fire hazard analysis, and fire code interpretation and application. * Hands on previous experience in the use of analytics, metrics, process modeling and other advanced business applications in providing fire protection services. * Experience in analyzing and improving operational and administrative processes. * Specific knowledge of NFPA 801 (Standard for Fire Protection for Facilities Handling Radioactive Materials).
