Duties * Advises supervisors and employees on regulatory requirements of the programs and develops instructions. * Serves as a technical expert in matters regarding employees' claims for Workers Compensation. * Serves as the Injury Compensation Program Administrator and primary point of contact for the Federal Employee's Compensation Act (FECA) program for facilities at numerous statewide locations. * Coordinates case details between employees, supervisors, medical personnel, and claims offices. * Researches, writes, and composes draft local instructions, directives, and reporting requirements for the FECA Program. * Works with rehabilitation counselors and field nurses on return to duty under the Nurse Intervention Program. * Responsible for processing and maintaining the various IC claims forms and providing additional information as required in the completion/ submission of such forms. * Develops, modifies, and conducts FECA and Workers Compensation training to supervisors, managers, and conducted briefing for technicians. * Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems. * Provides counseling to management, employees, retirees, and family members on the complex retirement insurance benefits, entitlements/options. * Researches regulations and records and advises employees on the buy back of creditable time for retirement. * Provides counseling to management, employees, and beneficiaries regarding program coverage, options, variances in coverage, and advantages and disadvantages of benefits. * Advises individuals' taking AGR tours of their restoration rights during out-processing. * Counsels and advises employees throughout their employment concerning participation in the plan. * Performs other duties as assigned. Requirements Conditions of Employment * United States Citizenship is required. * Federal employment suitability as determined by a background investigation. * May be required to successfully complete a probationary period. * Males born after 31 December 1959 must be registered for Selective Service. * Participation in direct deposit is mandatory. * Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established. Qualifications GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; a validated understanding of the basic principles and concepts of this position; experience that encompasses skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; assess body language and perceive emotional and/or distress levels; and applying procedures and directives by reading and interpreting program material. GS-09 SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; knowledge and understanding of the personnel and manpower core competencies; Organization Structure; Requirements Determination; Program Allocation and Control and, Performance Improvement. This specialized experience must also include experience in performing personnel program requirements that involve advising supervisors and managers; completing accession planning and processing; classification and position management; processing assignments or reassignment actions; providing retirement options; completing or editing performance evaluations; personnel plans; policies to guide or advise others on their implementation activities; and advising on process improvement, best practices and performance techniques. Education Must possess a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is desired . A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum . NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position. c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position.
