Job Description

The Director of Human Resources reports directly to the President/CEO of Central Bank in the Jefferson City Market, working closely with other market Presidents/CEOs for which they provide human resources support. Is responsible for the overall administration, coordination and evaluation of the human resources function. This includes recruitment and selection activities such as participation in job fairs, writing employment advertisements, coordinating job interviews and providing selection guidance to hiring managers. Works with managers to resolve employee relations issues, conduct exit interviews, train and educate employees about policies and policy changes, train supervisors and managers on leadership and employment laws and practices, oversee new employee orientation, and maintain human resources documentation in compliance with state and federal laws. Provides strategic leadership by articulating human resources needs to and plans to the management team.

Responsible for the overall administration, coordination and evaluation of the human resources functions.

Provides information as needed to assist in the preparation of Affirmative Action Plan or other information required for compliance. Reviews and approves all information submitted. Acts as primary contact with bank counsel and government agencies. Maintains an Affirmative Action program and ensures that it is in compliance with federal guidelines.

Administers exempt and nonexempt salary programs to ensure equitable and competitive salaries for all employees.

Coordinates performance appraisal and salary administration programs. Ensures performance appraisals reflect specific position competency requirements, goals and results as appropriate.

Ensures uniform standards of working hours, overtime, PTO, leaves of absence, holiday, hybrid work and related policy areas are maintained.

Manages unemployment claims process.

Oversees new employee orientation process.

Administers recruitment and selection process, including participation in job fairs, writing employment advertisements, coordinating job interviews and providing selection guidance to hiring managers.Conducts interviews and coordinate selection process. Monitors and reviews adherence to recruitment/selection/placement policies, procedures and regulatory compliance. Coordinates Targeted Selection training as needed.

Monitors, verifies, and authorizes all personnel actions pertaining to existing employees and new hires, in accordance with established policies, procedures, and guidelines.

Serves as initial point of advice, problem resolution, training and facilitation in the areas of employee relations, performance management, and employee discipline; advise and educate employees and management regarding employee relations issues, policies, procedures, and documentation; research, identify, and analyze specific employee relations concerns and make appropriate recommendations to management. Maintains documentation in compliance with state and federal laws.

Reviews and approves, with senior management, recommendations for termination. Reviews employee appeals through complaint procedure.

Counsels employees to help in their adjustment to new jobs and to provide guidance concerning problem situations. Encourages and supports utilization of Employee Assistance Program when appropriate. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.

Conducts exit interviews to determine reason for termination and to develop information which may be helpful.

Exercises authority of a department manager concerning staffing, performance appraisals, promotions, salary recommendations and terminations. Responsible for formal annual communication of performance reviews with direct reports.

Participates as a member of the Employee Relations Committee. Acts as an Advisor to employee volunteers and coordinators, providing oversight and guidance to the planning and implementation of employee events.

Participates in career development efforts, in the planning and implementation of a program designed to identify potential leaders and provide career development.

Coordinates Safety Committee as needed. Keeps senior management informed of recommendations and issues as appropriate.

Completes or attends all required training.

May be assigned other duties and responsibilities. May be assigned work or training at other assigned locations.

Requirements

Bachelor's Degree in Human Resource Management, Business or equivalent field. At least five years of Human Resources Generalist experience. PHR or SHRM-CP certification preferred.

Generalist background with knowledge in areas of employment, compensation, and employee relations.

Thorough knowledge of federal and state employment laws, regulations, policies and procedures; equal opportunity and affirmative action requirements as related to federal contractors' human resources procedures; compensation administration principles and procedures; ADA, FLSA, and other employment legislation and regulations; FMLA and leave policies, procedures, and practices; staff employee benefits laws, regulations, policies, procedures, and documentation.

Ability to plan, organize, and effectively present ideas and concepts to groups. Ability to assimilate information from a variety of sources, analyze information and recommend courses of action to be taken. Ability to recognize and support the bank's preferences and priorities.

Ability to develop, plan, and implement short and long-range goals and to evaluate work accomplishments.

Ability to supervise, train, coordinate, and direct the work of subordinate staff engaged in various functions of human resources administration.

Ability to read, write and speak English. Effective oral and written communication skills. Superior interpersonal and communication skills. Ability to establish credibility and be decisive. Ability to get along with diverse personalities. Tactful and flexible.

Ability to maintain regular and predictable attendance.

Ability to operate office equipment including computers, calculators/adding machines, telephones, voicemail, printer/copy/fax machines.

Ability to drive a vehicle. Must maintain a current, valid driver's license and an acceptable driving record for bank insurance purposes.
