Summary Serve as Family Advocacy Program (FAP) Victim Advocate within Commander, Navy Installations Command (CNIC), Family Readiness Division, Fleet and Family Support Program (FFSP). The primary purpose of this position is assist and advocate for victims of spouse/intimate partner abuse and to non-offending parents or caregivers to victims of child abuse; and to educate command personnel regarding appropriate responses to victims of domestic violence and child abuse. Duties I. Victim Advocacy: 55%
* Serve as Victim Advocate for the FAP, providing comprehensive assistance and liaison to and for victims of spouse/intimate partner abuse and non-offending parents or caregivers of victims of child abuse; and educating personnel on the installation regarding the most effective responses to domestic violence/intimate partner abuse on behalf of victims and at-risk family members. Screen victims of domestic abuse, evaluate their needs, and provide them with information about domestic violence, safe and confidential ways to seek assistance, their rights as Navy spouses, and the resources and services available to them. Maintain current information on resources and services and advise victims before disclosure of the limited confidentiality rule.
* Coordinate with the FAP Case Manager to develop appropriate plan of assistance/intervention for the safety of the victim and their family members. Keep the clinical case manager informed of victim's situation at all times. Work with law enforcement and/or sponsoring command when FAP Case Manager is absent.
* Provide crisis intervention; assistance in securing medical treatment for injuries; information on legal rights and resources available through both military and civilian programs; education; transportation; pretrial, trial, and post-trial support; and follow-up services. Conduct the
* psychoeducational support groups for parents of child abuse and adult victims of domestic abuse. Evaluate victims' needs and work with the victim to establish, review and revise, as necessary, a detailed, individualized safety plan. Issue referrals to other servicing agencies.
* Provide advocacy services to non-offending parents or caregivers of identified victims of child abuse, including: safety planning, identifying supportive resources, working with civilian authorities, and creating an environment that facilitates the non-offending parent or caregivers' ability to support the child. Advocate for the expressed interests and safety of the victim when providing information to military and civilian courts; the Clinical Case Staff Meeting; and when accompanying victims to legal appointments and investigative interviews.
* In coordination with the Family Advocacy Representative (FAR), report all suspected child abuse or neglect cases to proper state child protective service authorities for investigation. Report incidents to Military Police and Naval Criminal Investigative Service (NCIS), as appropriate.
* Respond to crisis situations. Address parents' immediate safety concerns; complete safety and supervision planning; educate them on the PSB-CY process from the assessment, through possible investigative and legal processes, and on the dynamics and possible short- and long-term impacts of PSB-CY from a developmentally attuned and trauma informed lens; and assist them with understanding their rights as crime victims when impacted by a PSB that reaches a criminal threshold. Provide accompaniment, information, and support, when requested, in cases of criminal justice involvement. Accompany affected children and parents to forensic interviews and court hearings, when needed. Provide information and assistance in completing crime victim assistance applications or referrals to victim services, as applicable.
* Prepare case summary reports and maintain ongoing contact with the FAP Clinical Supervisor and FAP Case Managers for all PSB-CY cases. Attend the PSB-CY Multidisciplinary Team (MDT), providing status updates of supportive services offered and provided, parent engagement strategies, and safety risks.
II. Liaison and Program Awareness Duties: 45%
* Establish and maintain a cooperative working relationship with all action agencies to include Military Treatment Facility, Military Police, NCIS, and Unit Commanders. Serve as a consultant on the Clinical Case Staff Meeting. Ensure that the FAP case manager is aware of the victim's situation and enter written entries in the victim's FAP client case record. Label and identify nonclinical documentation as "Victim Advocate Note".
* Provide input to the FAP Manager on the establishment and implementation of local policies and directives pertaining to the Family Advocacy Victim Advocate Program.
* Assist the Family Advocacy Educator on conducting Community FAP education program activities.
* Conduct education classes for Family Support Groups and the community on the prevention of domestic abuse. Research and network with civilian resources, such as court appointed victim advocates, shelters and other civilian resources that provide services to victims of domestic violence and/parents of child abuse victims; provide education and training, as needed, to civilian providers of services on military resources and regulations to center staff on resources available to victims and victim issues within the community.
* Perform other duties as assigned. Requirements Conditions of Employment * Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms. * Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment. * You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. * May be required to pass pre-employment examinations. * Must provide proof of U.S. Citizenship or U.S. National. * A valid State driver's license is required to operate motor vehicles. * Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. * Position requires employee to obtain and maintain eligibility for a Secret Security Clearance. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form. * Due to the nature of the work, the incumbent may serve in an "on call" duty status outside of normal work hours that includes remaining ready to perform work, carrying a cell-phone and remaining in a reasonable call back radius. * Position is not eligible for remote work. Work is primarily performed in an office environment. on a military installation. Specialized experience must demonstrate the following: * Two years documented experience in assisting and providing advocacy services to victims of domestic abuse or sexual assault.
* Professional knowledge of social services work, counseling services, psychosocial principles and theories, group dynamics of family and individual systems, child abuse within the context of domestic abuse and its impact on children to provide one-one-one victim advocacy assistance and information to victims.
* Skill in providing child advocacy, crisis intervention, carrying-out safety planning and procedures, and completing and issuing civilian and military orders of protection.
* Knowledge of Problematic Sexual Behavior in Children and Youth to educate and assist parents of exhibiting and impacted children.
* Skill in using various instruction techniques including multidisciplinary approach to conduct training.
* Comprehensive knowledge of laws pertaining to family relationships and protection of children and adults to communicate with lawyers, court officials, etc. and prepare court testimony and victim impact statements.
* Practical knowledge of the military, Department of Defense (DoD), Department of Navy (DON), the FAP Victim Advocate Program; local, state, and federal laws; and military regulations pertaining to victims of domestic abuse and child abuse to effectively coordinate victim services (e.g. medical, legal, mental health, and investigative) with various agencies.
* Knowledge of military organizations, missions, lifestyles, and situations which can contribute to family stress, problems and crisis situations; and intensive practical knowledge of community resources and services and how individuals in distress may quickly obtain needed assistance to help.
* Skill in employing interpersonal skills and professional, verbal and written communication methods and techniques to work with diverse groups, individuals, and organizations; and to build trust and develop supportive relationships with military personnel and families of diverse backgrounds (racial, ethnic, religious, socioeconomic), sexual orientation, and gender identities.
