We are seeking candidates for the position of Director Of Transportation (6004) in the Control Center RROC.

Salary Range: Min: $104,000.00 - Mid: $130,000.00 - Max: $156,000.00

OVERALL DESCRIPTION

Responsible for planning, controlling, directing, and staffing activities related to the dispatching function of SEPTA's Railroad.

SPECIFIC RESPONSIBILITIES

1. Ensure all activities are in compliance with Operating Rule Book(s), standard operating practices and procedures and Federal and State laws.

2. Develop and implement procedures to maintain and improve service reliability on dispatched lines.

3. Coordinate with Rail Transportation, Service Planning, Rail Equipment Engineering and Maintenance to ensure required level of service is maintained.

4. Ensure authorized headcount is maintained and each employee is fully trained and certified. Also, ensure certifications are maintained and employees receive on-going training as required.

5. Ensure proper notification of responding employees, agencies and SEPTA management of incidents and events requiring their response and/or knowledge.

6. Manage operational emergencies utilizing the Incident Command System.

7. Enhance Customer Service by communicating with employees and passengers of any unanticipated service interruption.

8. Develop and implement programs to improve roadway-worker safety.

9. Coordinate track outages for planned maintenance and/or re-construction with minimal impact to ridership as is practicable.

10. Interface with other Control Centers to improve efficient response to operational emergencies.

11. Ensure accuracy of Daily Service Reports and utilize date to analyze and improve train on time performance.

12. Coordinated with IT and EM&C to ensure reliability of systems utilized in the Centralized Train Control/Positive Train Control dispatching function.

13. Ensure "Back-up Control Center" is in a "state of readiness" for continued operations in the event Control Center is non-functional.

14. Develop and implement annual goals, objectives, and action plans.

15. Implement new systems and/or system upgrades acquired for dispatching purposes.

16. Perform other duties as required.

QUALIFICATIONS AND EXPERIENCE

• Bachelor's Degree and ten (10) years’ experience in rail transportation required, which includes a minimum of five (5) years’ experience in an Assistant or Deputy Director capacity within operations.

• An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.

• Excellent verbal, written, interpersonal and leadership skills required. • Thorough knowledge of SEPTA Operating Rule Books and NORAC required.

• Familiarity of CTC (Centralized Traffic Control) systems and ATDS (Automatic Train Dispatcher System).

• Familiarity with physical characteristics of All SEPTA Railroad Lines.

• Proficiency in basic computer use (Word Processing, Spreadsheets, etc.) required.
