Job TitleThe primary purpose of this position is to serve as HQ PACAF Pacific Multi-Domain Training and Experimentation Capability (PMTEC) / Combat Training Range Program Manager supporting Combatant Command and Joint Staff Exercise Programs. Responsibilities include being the Program Manager and subject matter expert for A3/6 Director/Associate Director of Air and Cyberspace Operations, United States Indo-Pacific Command (USINDOPACOM), Joint Staff/J-72 and service component combat training ranges supporting joint warfighters. Serves as Program Element Monitor (PEM) for all PACAF ranges. Identifies nonstandard or emerging operational requirements and assesses impact on assigned programs. Plans and implements the PMTEC/combat training range programs quality and self-evaluation program.Requirements include:Conditions of EmploymentThis position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of and skill in applying the laws, principles, policies, and practices associated with the management of a weapons training range, e.g., land and facility management, environmental encroachment, hazardous materials, explosives, safety, and security procedures, range operations, communications procedures, range scoring systems and record keeping.Knowledge of range instrumentation systems and operation to include both software and physical security system design.Experience with design, acquisition, and operational integration of electronic combat simulators.Skill in justifying, defending, and recommending decisions on an end to end program with stakeholder organizations.Knowledge of electromagnetic spectrum operations, primarily electronic/electromagnetic warfare functions, operations, policies, concepts, theories, and practices.Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.Technical knowledge involving distributive mission operations of both live and virtual threats on combat training ranges.Experience working with classified programs and Special Access Program materials and subject matter.Ability to plan, organize, and lead others in projects and to negotiate complex issues effectively in efforts to implement recommendations where initiatives involve substantial resources, and may require substantial changes in existing concepts, procedures, and infrastructure.Knowledge of contracting policies and principles and the Federal Acquisition Regulations to review and analyze contractor performance, other than normal charges, and to document noncompliance and substandard performance to protect the interests of Government.Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources.Knowledge of government budgetary and supply procedures to facilitate long range planning and procurement.Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.Volunteer work experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
