Program ManagerYou will serve as a Program Manager in USINDOPACOM/J8 on behalf of NAVUNSEAWARCENDIV KEYPORT WA. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption to the DoD hiring freeze.Responsibilities:You will serve as the senior Naval Scientist/Engineer reporting to the assigned division within the J8 directorate at the United States Indo-Pacific Command (USINDOPACOM). You will perform duties as operational oversight/manager of rapid acquisition and fielding projects with responsibilities to demonstrate/test capabilities in an operational environment to support fielding decisions. You will participate in conducting analysis of emerging concepts, lessons learned, and Combatant Commanders (COCOMs) Integrated Priority Lists. You will coordinate with US Service Components, Intelligence Community, Government Agencies, Industry, Academia, and various coalition partner nations and their related agencies represented in the assigned COCOM area of responsibility. You will conduct assessments, briefings, and position papers on the potential, technology maturity, availability, costs, and risks associated with candidate solutions.Qualifications:Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-04 (GS-12/13 equivalent) in the Federal service, or in the public or private sector as a professional engineer or scientist managing the analysis of emerging Science and Technology solutions to address operational naval or defense shortfalls.Education:Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:General Engineering Series, 0801: Successful completion of a professional engineering degree. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.Physics Series, 1310: Successful completion of a Degree in: physics; or related degree that included at least 24 semester hours in physics. OR A Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.Astronomy and Space Science Series, 1330: Successful completion of a Degree in: one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics. OR Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.Oceanography Series, 1360: Successful completion of a Degree in: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. OR A Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.Mathematics Series, 1520: Successful completion of a Degree in: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. OR A Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work in either above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.Additional Information:The salary range shown represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-14, Step 10; currently $169,012. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
