Key Responsibilities:

Business Analysis and Planning:

  • Conduct comprehensive business analysis, planning, and monitoring of existing and future applications.
  • Perform elicitation to gather detailed business requirements.
  • Collaborate with project sponsors to determine project scope and vision.


Requirements Gathering:

  • Conduct interviews to gather customer requirements through workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.
  • Work with stakeholders and project teams to prioritize collected requirements.
  • Research, review, and analyze the effectiveness and efficiency of existing requirements-gathering processes, developing strategies to enhance or further leverage these processes.


Documentation and Communication:

  • Translate conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers/project teams.
  • Create process models, specifications, diagrams, and charts to provide direction to developers and/or project teams.
  • Develop and conduct peer reviews of business requirements to ensure that requirement specifications are correctly interpreted.
  • Manage and track the status of requirements throughout the project lifecycle, enforcing and redefining as necessary.


Strategic Participation:

  • Participate strategically to identify efficiency and consolidation opportunities, including evaluating the current portfolio of enterprise applications and leveraging the new Microsoft Power Platform to reduce complexity and increase data interoperability.
  • Ensure future applications are thoroughly documented for operations and maintenance transition.


Testing and Validation:

  • Assist and coordinate with user testing.
  • Perform solution assessment and validation activities on an enterprise level.
  • Understand and communicate complex information and processes to IT staff.
  • Develop or enhance project and technical documentation.


Compliance and Liaison:

  • Adhere to and incorporate relevant administrative policies and procedures.
  • Serve as a liaison between business units, stakeholders, and IT.
  • Provide system analysis, design, and programming support, and implementation support for applications.
  • Transfer the knowledge necessary to maintain the portfolio of enterprise applications to the OIT staff.
  • Perform other tasks as determined by the Department’s Contract Manager.


Qualifications:

  • Proven experience as a Business Analyst or similar role.
  • Strong analytical and problem-solving skills.
  • Ability to understand and communicate complex business requirements and processes.
  • Experience with process modeling, specifications, diagrams, and charts.
  • Familiarity with the Microsoft Power Platform is a plus.
  • Strong organizational and project management skills.
  • Ability to work effectively with cross-functional teams.
