Greenville County is seeking an experienced and highly motivated Long Range Planning Manager to plan, direct, and oversee the activities and operations of the Long-Range Division of the Community Planning Department.

Key Responsibilities:

  • Supervises regular and temporary staff: plans, coordinates, assigns and reviews work of individuals and the team; evaluates training needs and provides instruction; schedules staff vacations and approves sick leave; recommends discipline, disciplinary actions, discharge and salary increases; approves timesheets; interviews candidates; conducts employee performance evaluations; and establishes and promotes employee morale.
  • Organizes, prioritizes and assigns work: creates and distributes employee work schedules ensuring adequate coverage and control; ensures subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex or problem situations and provide technical expertise; trains and instructs employees regarding operational procedures and proper use of equipment; assists with revising procedure manuals as appropriate; and provides progress and activity reports to manager.
  • Manages processing and review of Comprehensive Plan Updates and related amendments: ensures compliance with state-mandated deadlines; manages and monitors workflow and assignments of community/area plans, overlay districts, and other special projects as needed/requested;
  • Interprets community and area plans in relation to rezoning requests; assigns work to subordinates based on expertise and type of project; provides technical advice and direction to assigned staff to ensure consistent application of professional planning practices and appropriate responses
  • To applicants; receives and responds to complaints and concerns; explains regulations and standard planning practices; and initiates problem resolution.
  • Presents community/area plans to Planning Commission, County Council, and at community meetings for consideration: develops recommendations based on inter-disciplinary input and analysis of Comprehensive Plan and community needs and desires; interprets, explains, and presents staff recommendations; answers questions and provides information.
  • Provides technical guidance and advice to staff, director, County administrators, elected and appointed officials, and the public: maintains comprehensive knowledge of long range vision of particular areas of the County, updates to state laws, planning trends and methods, and public outreach strategies; recommends changes and updates to planning regulations and policies in relation to changing demographics and other population shifts and updates and additions to laws and regulations; receives, researches and responds to questions for appointed and elected officials; and may prepare and lead training sessions.

The Person

  • Bachelor's degree in planning, Geography, Real Estate Development, or related field required.
  • Five years of experience in urban or regional planning, to include lead or supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid South Carolina driver's license. Must possess and maintain certification from American Institute of Certified Planners.
  • Significant project management experience (comprehensive plans, area plans, special projects etc)
  • AICP certified
  • Skilled in data analytics
  • Proficient in using ArcGIS
  • Ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.
