Position Description
The program specialist responsible for providing program and execution level support of the Lawrence Livermore National Laboratory‘s (LLNL) Nuclear Material Control and Accountability (NMC&A) Program. This is a multi-faceted role that supports programmatic, procedure development, and general oversight in all aspects of the NMC&A process. This includes:
- Ensuring program documentation is sufficient to maintain a comprehensive, effective, and cost-efficient program to control and account for nuclear materials.
- Confirming NMC&A system elements have performance goals that reflect consequence of loss or misuse of the material managed by the program.
- Has established and maintains an effective NMC&A program.
- Program development of effective and efficient response to material loss indicators, anomalous conditions, and degradation of system performance
- Ensuring the integration of NMC&A with Safeguards and Security and other site programs.
You will assist in the program to incorporate checks and balances in the NMC&A system sufficient to control the rate of human errors in material control and accountability information. May conduct training and audits regarding programmatic compliance by operations or other NMC&A staff. Exercise judgment, plan and accomplish goals based upon acquired experience. Work independently, creatively and under general supervision of senior LLNL staff.
The salary range is contingent upon the years of experience. If you have more experience, we could consider a higher salary.
What you will do:
- Interpret regulatory orders and guidance into programmatic documents.
- Demonstrate understanding of DOE NMC&A programs, trends, issues, and concerns.
- Analyze operational oversight, perform root cause analysis, and create corrective action plans.
- Provide technical expertise in understanding government regulations and their intent.
- Analyze routine operations involving accountable nuclear material to identify programmatic anomalies.
- Investigate inventory differences, shipper/receiver discrepancies, and measurement errors; lead resolution efforts as the program SME.
- Serve as a liaison between program staff and regulatory agencies.
- Lead NMC&A issue management, validate corrective action plans, prioritize risks, and ensure effective closure of findings.
Required
- Bachelor‘s degree in physics, Chemistry, Engineering, Business, or Law preferred
- 5-10+ years of experience with nuclear material policies, regulatory compliance programs and demonstrated leadership in the NMC&A, Department of Energy (DOE), and the Nuclear Regulatory Compliance (NRC) spaces.
- Must have an active DOE Q clearance
- Strong teamwork skills with subject matter expertise in the NMC&A program
- Proficient in quantitative methods (statistical, mathematical, metrological, or computational techniques)
- Skilled in implementing regulatory tools to improve program operations and reduce errors
- Ability to be agile with analyzing data, identifying trends, and providing risk mitigation solutions in the NMC&A realm
- Knowledge of human factors, quality concepts, and experience in managing, auditing, and improving quality systems
- Capable of maintaining high-quality standards while fostering effective relationships with an open mind
- Strong interpersonal skills and ability to work across all organizational levels and lead diverse teams
- Skilled in process improvement while adhering to standards and raising expectations
Preferred
- 10+ years of NMC&A program compliance experience with DOE as a senior member of an NMC&A program
- Proven track record in program performance assessments
- Experience supporting customers in high-pressure, mission-focused environments
- Skilled in managing time and supporting multiple requirements in a matrixed environment
- Experience evaluating trends and performing causal analysis for operational assessments
- Regulatory negotiation experience or legal background preferred but not required
