Clearance Requirement: Secret (with the potential to upgrade to Top Secret)


Position Overview:

We are seeking an experienced Acquisition Support Specialist to join our team in providing comprehensive support to a government agency. The ideal candidate will have a deep understanding of federal acquisition regulations, particularly FAR Part 7, and extensive experience in developing and managing acquisition strategies and documentation. This role involves working closely with senior leadership to ensure that procurement activities are conducted efficiently and in compliance with applicable regulations.


Key Responsibilities:

Development and Preparation: Create, review, and refine various PowerPoint presentations, white papers, and briefings related to acquisition matters, programs, and activities for senior-level leadership.


Acquisition Planning: Ensure that acquisition strategies and plans for IT procurements (hardware, software, services) adhere to Federal Acquisition Regulation (FAR) guidelines, particularly Part 7, and meet department objectives for leveraging shared services and incremental development.


Subject Matter Expertise: Provide expert guidance in accordance with DoDI 5000.02 to support the SAP CIO office, including conducting independent research and analysis to develop and provide recommendations for acquisition-related documents.


Programmatic Support: Offer programmatic review, input, and recommendations for acquisition procurement packages, which may include:

  • Market Research documents
  • Performance Work Statements (PWS)
  • Statement of Need (SON)
  • Statement of Objectives (SOO)
  • Statement of Work (SOW)
  • Work Breakdown Structure (WBS)
  • Severability plans
  • Independent Government Cost Estimates (IGCEs)
  • Determination and Findings (D&Fs)
  • Source Selection Plans
  • Justification and Approvals (J&As)
  • Requests for Information (RFIs)
  • Acquisition Strategies and Plans
  • Quality Assurance Surveillance Plans (QASPs)
  • Sources Sought Notices (SSNs)
  • Lessons Learned documentation
  • Service Requirement Approval Documents (SRADs)
  • Late Letters
  • Annual Service Requirement Review Board activities
  • Contract review for leadership approval


Documentation Support: Prepare and draft support agreement MOA/MOU documentation and Service Level Agreements, ensuring coordination with requesting agencies, Combatant Commands (CCMDs), and Executive Agents for IT SAP Systems or Services.


Collaboration: Work closely with government personnel to ensure that all documentation and processes are aligned with the agency's goals and objectives, while reserving inherently governmental functions for government staff.


Qualifications:

  • Education: Bachelor’s degree in Business Administration, Public Administration, Acquisition Management, or a related field. Advanced degree preferred.
  • Minimum of 5-10 years of experience in federal acquisition and procurement processes.
  • Demonstrated experience with FAR and DoDI 5000.02 regulations.
  • Experience preparing and managing acquisition packages and related documentation.


Skills:

  • Strong analytical and research skills.
  • Proficient in Microsoft Office Suite, particularly PowerPoint.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively in a fast-paced environment.


Certifications: DAWIA Level II or III in Contracting or Program Management, FAC-C, or equivalent preferred.


Work Environment:

This position requires on-site presence at the Pentagon three days a week, with the remaining time at the McLean, VA location. There may be future opportunities for occasional remote work, contingent upon customer approval and project requirements. The role demands the ability to thrive in a fast-paced, deadline-driven environment and may involve handling sensitive and classified information.
