Position: HSE Manager

Direct Reports: 1 HSE Specialist

Reports To: Plant Manager

Salary Range: $125k to $150k

Bonus: 15%

Relocation: Corporate inclusive package

Job Responsibilities: Responsible for management of site health, safety and environmental systems focusing on employee H&S and site environmental performance and improvement. As a member of the Site Leadership Team, will provide support and leadership to the site through implementation of HSE programs, procedures, and education initiatives focused on compliance assurance, incident reduction, and risk mitigation.

  • Support business strategy to ensure all HSE directives, policies, and initiatives are effectively incorporated at site level.
  • Manage and lead site PSM/RMP/CFATS program conformance.
  • Develop, implement, and execute HSE annual objectives & improvement plans in conjunction with site operations management.
  • Develop appropriate strategies for implementation of new or revised policies and regulations in conjunction with site operations management.
  • Manage all environmental permits and program requirements specific to the site.
  • Lead the site’s ISO-14001 program including ongoing efforts to attain the site’s ISO certification.
  • Undertake at regular intervals audits/inspections of the site (including inspections of machinery, equipment in use, and work systems in operation) with site operations management to ensure compliance with corporate polices and HSE regulations. Where appropriate, develop appropriate corrective and preventive actions with operations team.
  • Identify site HSE training needs, develop appropriate resources, and execute training sessions for employees and management staff as required.
  • Organize and oversee site Safety Committee meetings.
  • Support site supervisors and managers with the investigation of HSE incidents at the site. Where necessary, lead investigation process and/or collaborate with appropriate corporate staff on serious incidents.
  • Communicate HSE incidents and corrective actions in a timely, thorough, and effective manner.
  • Partner with Human Resources to monitor the status of all open Workers Compensation claims and coordinate activities to minimize lost and/or restricted work days.
  • Manage expenses and budget of the HSE function for the site.
  • Conduct risk assessments and implement corrective actions.
  • Track and monitor site HSE Key Performance Indicators (KPIs) and communicate trends to the Site Leadership Team and to corporate HSE as needed to drive performance.
  • Maintain HSE records to ensure adherence to corporate polices and/or regulatory requirements. Includes, but not limited to, OSHA 300 log, incident records, safety metrics, training, inspections, permits, etc.
  • Liaise with various external agencies or resources (government agencies, group insurers, etc...
  • Lead the continuous improvement efforts for the site’s HSE programs and performance.


Requirements:

  • Bachelors in Occupational Safety & Health, Environmental Engineering, Industrial Hygiene, Quality, Engineering or closely related degree required.
  • Minimum 8 years of applicable HSE leadership experience.
  • Minimum 5 years of HSE experience in a manufacturing setting (chemical industry preferred).
  • Hands on experience managing OSHA’s Process Safety Management “PSM” standard, 29 CFR 1910.119 a must.
  • Professional certification (ASP, CSP, CIH, CRSP, etc.) preferred.
  • In-depth working knowledge of HSE regulations, including OSHA and EPA
  • Working knowledge of local HSE regulations is preferred.
  • Good Communication and Interpersonal skills.
  • Proficient in Microsoft Office.
  • Leadership skills with high integrity.
