Summary:

  • PM focused on pipeline management to support the Multifamily implementation of the IRA (Inflation Reduction Act) HEAR/HER (Home Energy Rebate) programs, requiring very detail-oriented project managers intimately familiar with each project.


Job Description:

  • Support the continuous improvement of existing programs in the multifamily sector
  • Manage projects from initiation to completion, including scope, schedule and budgets
  • Manage and develop relationships & increase coordination with key stakeholders
  • Manage contractors and program support agreements.
  • Resolve issues which may arise regarding assigned projects with applicants or consultants
  • Support the development of PONs (Program Opportunity Notice) and RFPs (Request for Proposal)
  • Participate in a process to test, measure and adjust to maximize success.
  • Advanced data analysis to support reporting, program improvement and new strategy development.
  • Participate in the evaluation of program effectiveness
  • Other duties as assigned to support the key outcomes for the Multifamily Team.
  • Has well developed understanding of relevant technical principles and their application to a program area. Develops/formulates Deployment issues, problems and needs in at least one technical area. Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area. Has basic understanding of State energy/environmental economic development issues.
  • Has developed and managed projects with little specific direction. Develops new projects and co-funding sources with own initiative. Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative. Has provided ideas and rationale for program development in at least one technical area.
  • Has demonstrated ability to implement projects in a timely manner. Demonstrates the capability to manage all aspects of ongoing projects with no supervision. Is able to prioritize workload with other responsibilities. Effectively discharges general technical and project management assignments in a timely manner. Demonstrates strategic thinking connected to the organization’s goals.
  • Has demonstrated ability to effectively head working groups or program teams. Provides guidance to junior staff when appropriate and can supervise the day-to-day work of interns. Has full confidence of peers and superiors. People skills have developed to show leadership and an ability to motivate others.
  • Has demonstrated ability to produce both written material and verbal presentations that are direct, recognize and focus on issues, are both comprehensive and concise and require editing only in most sensitive and complex areas. Has demonstrated ability to prepare and present papers at professional meetings, seminars and conferences.


Job Requirement:

  • Bachelor’s degree in engineering, policy, public or business administration, architecture, real estate, urban planning, or related field
  • Preferred: previous experience as a Project Manager or certification in Project Management (CAPM or PMP) and CEM or CEA

  • Facilitate and execute continuous improvement of program rules, and business processes.
  • Outstanding external and customer communications (written and verbal) skills.
  • Coordinate with other departments to support projects and development or refinement of strategies and processes
  • Must be a self-starter and function well independently and in teams;
  • Ability to synthesize information, including stakeholder feedback, white paper research, policy documents, etc.
  • Ability to develop clear and compelling presentations
  • Program implementation experience, especially for programs that require installation/construction of clean energy technology OR for programs that provide technical assistance for clean energy projects
  • Some knowledge of energy consuming systems commonly found in multifamily buildings, including but not limited to heating, ventilation and air-conditioning technologies, lighting and building envelope
  • Some knowledge of energy conservation measures in deep retrofit energy efficiency projects for existing multifamily buildings (e.g. Passive House, heat pumps, etc.) a plus.
