Summary


This senior role leads and trains others in project cost forecasting, estimating, budgeting, and documentation for utility construction projects. You'll ensure an efficient, accurate, and complete project cost process. The position requires a strong understanding of project cost development and analysis methods.


Responsibilities


  • Lead and train others in project cost development activities, including estimating, forecasting, analysis, and reporting.
  • Establish and implement procedures for estimating, purchasing, cost tracking, reporting, and controlling funding for construction projects.
  • May prepare complex technical project estimates.
  • Identify potential cost-impacting events, determine their impact, and recommend solutions to project delays.
  • Process, track, and report on work orders, project costs, and capital budget items.
  • Collaborate with engineers to assess work activity costs and identify cost-saving opportunities.
  • Oversee estimating, cost analysis, project budgeting, and cash flow forecasting.
  • Review forecasts for potential budget overruns/underruns to optimize fund utilization, secure supplemental funding, and allocate funds to new projects.
  • Analyze and maintain project quantities and man-hour reports, informing management of potential issues and suggesting solutions.
  • Review and evaluate project proposals and work orders to determine the scope of technical and construction work.
  • Process documents following Federal Energy Regulatory Commission (FERC), National Association of Regulatory Utility Commissioners (NARUC), and JEA's accounting requirements.
  • Identify future personnel, material, and equipment needs and ensure their inclusion in the budget.
  • Conduct reviews to identify areas for cost savings in personnel and materials.
  • Direct and coordinate the activities of external consultants like cost analysts and engineers.
  • Review spreadsheets, databases, and computerized cost records like cost status, actual quantities installed, percent complete, and expenditures.
  • Perform other assigned job-related duties.


Qualifications


  • Bachelor's degree in Engineering, Finance, Accounting, Construction Technology, Business Administration, or a related field with four (4) years of project cost and/or estimating experience. OR
  • Eight (8) years of combined education, training, and experience, with at least four (4) years of project cost and/or estimating experience.
  • Experience in a major utility or engineering consulting firm specializing in utility design and construction is preferred.


Knowledge, Skills, and Abilities


Knowledge of:

  • Cost development and estimating principles, standards, practices, and techniques used in the utility industry and within the client.
  • Construction practices, operational principles, and activities.
  • Construction estimating software applications.
  • Utility construction activities for proper coding.
  • Activity-based cost accounting methods.

Skills in:

  • Training, motivating, and providing team leadership.
  • Forecasting, tracking, and reporting project costs for budget control.

  • Communicate effectively, both orally and in writing.
