This position provides overall management and administration of the Quality Assurance and Performance Improvement (QAPI) unit within Napa County's Behavioral Health Division. The QAPI unit leads the Mental Health Plan and Drug Medi-Cal Organized Delivery Systems quality improvement program, as well as critical managed care functions such as utilization review, audits, network adequacy, grievance and appeals, documentation training, and network access. Responsibilities

Champion the work of quality improvement within the Behavioral Health Division through leadership in Quality Improvement Committee, performance and quality improvement projects; promote a culture of continuous quality improvement.


Lead in the development, implementation, and monitoring of clinical standards and standards of documentation to ensure HHSA behavioral health services comply with community standards of care; all applicable standards of practice; the funding requirements of Medi-Cal, Drug Medi-Cal, Medicare, and other public and private funding sources utilized by the Agency and its consumers; and other regulatory requirements.


Provide responsible staff assistance to the Assistant Deputy Director of Behavioral Health; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Behavioral Health Division programs, policies, and procedures as appropriate.


Lead and oversee work of Quality Assurance/Quality Improvement staff to ensure the occurrence of regular auditing and monitoring of various behavioral health programs; manage dedicate staff in utilization review processes, and service authorization functions


Work cooperatively with the Behavioral Division leadership and Health and Human Services Agency Compliance Officer to ensure regulatory or billing compliance issues are identified and addressed; oversee implementation of corrective action plans as needed; participate in providing documentation and other quality trainings.


Participate in selecting, training, motivating, and evaluating assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.


Participate as part of the division’s leadership team in the development and administration of the Division’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.


Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels.


Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.


Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; review cases as needed to ensure decisions are made in accordance with good casework practice, departmental policy, and applicable state and federal mandates; meet with staff to identify and resolve problems.


Participate in selecting, training, motivating, and evaluating assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.


Qualifications

Strong leadership, management and supervisory skills. Five years of increasingly responsible professional program experience in a behavioral health, social service, or human services program including three years of administrative and supervisory responsibility. A Master's degree in social work, clinical or counseling psychology, public administration, public health, human services or a related field is required. Possession of a valid license issued by the State of California as a Clinical Social Worker, Clinical Psychologist, Registered Nurse, or Marriage and Family Therapist is desirable.
