Job Summary

The Loudoun County Department of Health is seeking a dynamic and talented technology professional for a full-time position as a Functional Analyst I.

The Functional Analyst I will play a crucial role within our technology team, addressing a wide range of technical challenges to support the Environmental Health Division of the Health Department.

This position primarily focuses on the enterprise Land Management System, state-wide databases, and various internal databases that facilitate Environmental Health business processes, as well as other Community Development Departments within the County. The successful candidate will understand current IT best practices and be able to adjust to evolving business and user requirements. Key competencies include the design, development, testing, and maintenance of information systems, along with implementation and support experience with enterprise-level COTS (Commercial Off-the-Shelf) applications.

Responsibilities include, but are not limited to:

Oversee project management, including managing and approving system access, developing, and monitoring project status reporting, determining feasibility of projects relative to resources, and using project implementation and management methodology. Analyze current IT systems, architectures, and processes. Identify business requirements and translate them into functional requirements. Liaison with vendors and Loudoun County staff to ensure that COTS applications are fully and effectively utilized. Develop new IT methods and solutions for the business. Report issues, advances made, and other important information to stakeholders. Document workflows and processes. Evaluate IT products and services for division business needs, including testing and implementation of operational and technical security controls to ensure compatibility with organizational standards at the County and VA Department of Health's vision, business rules, and mission needs. Recommend changes in products, processes, and service offerings; present high-level recommendation benefits and explain the rationale for selection over alternative solutions. Follow quality assurance, data governance, and standard procedures. Guide and oversee acceptance and functional testing; coordinate UAT testing with QA and business teams. Respond professionally in all situations, with a capacity to multitask and work on critical project timelines in a fast-paced environment. Exhibit strong communication skills and persistence in the face of obstacles or challenges. A successful candidate will have the ability to communicate and present ideas effectively, both verbally and in writing to various internal and external audiences. The candidate will also have the ability to develop and maintain positive working relationships internally, as well as with partners external to the Health Department. Success in this role requires the ability to work both collaboratively in teams and independently, demonstrating initiative and adaptability in all tasks.

Minimum Qualifications

Bachelor's degree in Computer Science, Information System Management, or related field; three (3) years of related experience in computer technology, programming, design, development, data base management, and/or administration preferably in a government environment; one (1) year of supervisory experience if position requires supervisory duties; or equivalent combination of education and experience.
