Reporting to the Deputy Director (Human Resources), you will be part of the Learning & Development (L&D) team under the Human Resources (HR) Department. You will be responsible for ensuring that new officers are properly inducted and oriented to enable them to assimilate well into their new role and lead in promoting programmes to enhance officers’ digital skills. Additionally, you will be the L&D business partner for two (out of four) of the Groups in HSA to support the learning needs of their officers.

  • Organise and facilitate induction briefings, team building sessions and orientation programme for new officers.
  • Promote and/ or organise learning programmes to enhance officers’ digital skills.
  • Partner business units under two of the Groups in HSA to review learning needs of their officers and work with training partners on the curation and design of training curriculum to support the development of the officers.
  • Provide advice to officers on the learning policies (for both local and overseas learning) and guide officers on learning-related processes.
  • Initiate review of the learning policies and frameworks to ensure theircontinued relevance, where necessary.
  • Manage all administrative matters relating to learning programmes, including facilitating the registration of officers for learning programmes, tracking the completion status of compulsory programmes, administering bond and minimum service period requirements for officers and ensuring the accuracy of training reports and records.
  • Other projects and duties, as assigned.

Job Requirements:

You should be a self-starter who is passionate about people development and helping colleagues to stay relevant in the workplace through constant skills upgrading.
You should preferably:
1. Possess a tertiary qualification, ideally with specialisation in learning and development.
2. Have at least 3 years of experience in the areas of learning management and administration.
3. Possess excellent communication, presentation and stakeholder engagement skills, with the ability to influence and collaborate effectively across all levels of the organisation.
4. Have strong organisation and planning skills, is detail-oriented and good with processes.

5. Be proficient in IT. Those with working knowledge of Workday will have an advantage.
6. Be able to work well independently and also contribute effectively as ateam player.
