Job Summary:

The Arizona Department of Administration (ADOA) is seeking a dynamic and strategic leader for the role of Deputy Assistant Director within the Financial Planning & Analysis (FPA) unit. Reporting directly to the Chief Financial Officer, this pivotal position tackles complex challenges and strategic issues critical to enhancing ADOA's mission of delivering impactful results. Job Duties: Manage and support development and implementation of the agency’s annual budget, including monitoring, analyzing, and periodically reporting on financial performance. Coordinate preparation of annual budget submission and funding requests. Develop, recommend, and implement fiscal strategies, policies, and initiatives to support the agency’s strategic priorities and fiduciary responsibility. Manage the agency’s finance, cash management, and budget functions Work closely with senior leadership across the Department to manage a portfolio of projects, budget initiatives and policy proposals related to strategic priorities. Monitor progress to ensure goals, priorities, and time frames are met. Serve as a thought leader and policy convener, providing assistance, guidance, and recommendations while functioning as an internal consultant across a wide range of priority areas and conducting analysis on all relevant proposals and data Rapidly assimilate complicated technical, regulatory, and organizational details unique to each project area. Provide analytical and presentation support to leadership; prepare materials and talking points for priority meetings, events and speaking engagements. Serve as a thought leader and policy convener, providing assistance, guidance, and recommendations while functioning as an internal consultant across a wide range of priority areas and conducting analysis on all relevant proposals and data Maintain awareness of external current events and broader developments that may impact workstreams; review best practices in priority areas from other states, national governments, and/or the private sector and employ those to inform ADOA policy. Collaborate with key leaders and staff to distill and share learnings throughout the organization to continually drive greater impact and a culture of learning Manage Analysts, Senior Analysts, and other staff; efficiently allocate personal efforts and team resources in a fast-paced environment with rapidly shifting priorities
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Operations, budget management, contract/vendor management, or procurement processes, ideally within a public sector organization Federal and state laws governing department programs Principles and practices of public administration Research, methodology, project planning, development, organization and workflow techniques Leadership and team building methodologies, supervisory and evaluation Practices relevant to professional and administrative staff

Skills in:

Highly skilled in exercising a high degree of initiative, discretion, and decision-making to achieve objectives Excellent analytical, organizational, interpersonal, verbal, and written communications skills Supporting high-level public officials and executives Excel, PowerPoint, and other Microsoft office applications Collaborative tools including Google Docs, Sheets, and Meets, as well as other video conferencing software and presentation tools Experience analyzing large data sets using database systems or business intelligence tools

Ability to:

Work effectively in a complex organization, analyze programs, and design workable solutions for all stakeholders with potentially limited prior subject matter expertise on a certain topic Balance immediate priorities and urgent needs with the imperative to think strategically and thoughtfully for the longer term Simultaneously and holistically analyze budget, program data, and information concerning program operations to evaluate effectiveness Selective Preference(s): Five years analyzing public policies, public finance, or legislation preferred Two years of subsequent managerial experience related to the above areas preferred A Master's degree in business, management, public administration or public policy from an accredited college or university may substitute for two years of the preferred analysis experience Pre-Employment Requirements: Background and reference check, including a criminal records verification
