Job Description

The San Francisco Arts Commission is hiring a Senior Compliance Program Officer to serve as the primary, point of contact for incoming and outgoing grant management and compliance issues, engaging with Legal, Finance, Risk Management, Program Staff, and the Controller’s office during the grant lifecycle for 400-475 open, grants each year. As the Art Commission’s Senior Compliance Program Officer, you will help Community Investments (CI) team to administer over $11 million in annual grant investments, develop community engagement activities, and increase technical assistance and professional development workshops for San Francisco artists, arts organizations, and historically marginalized communities. This position will collaborate with 8-10 external or internal departments, to ensure that grantees, contractors, and vendors adhere to the City’s compliance policies and standards required to do business with the City and County of San Francisco.

The Senior Compliance Program Officer serves as the primary contact, manager, and trainer for the implementation of SmartSimple, the agency’s Grants Management System (GMS). This includes assuming responsibility for working with the vendor to build and design the platform, creation of all grantmaking tools and templates (applications, guidelines, reporting, invoicing, grant agreements), training of SFAC program officers and program associates on its use and providing the updates and modifications to the system.

Reporting to the Director of Community Investments, essential duties of the Senior Compliance Program Officer include:

Oversee aspects of the SFAC’s grantmaking operations that involve grantee and vendor compliance including guidelines, applications, awards, appeals and reporting requirements to ensure an efficient, effective, and equitable process. Develop and oversee grantmaking processes from other city department funds that meet their goals and requirements and are aligned with SFAC’s operations. 
  Participate in the shaping of agency’s grantmaking strategy by implementing best practices in arts philanthropy including needs assessment research; program evaluation and performance measurement; communication with grantees and applicants; field capacity building and the coordination of investments and leveraging of partnerships with other funders to ensure the maximum impact of investments.
In partnership with the Director of CI, Senior Program Officers, and SFAC’s leadership team, develop and implement innovative policy solutions that advance the field of arts and culture and ensure a diverse and healthy arts ecosystem in San Francisco.
Work collaboratively with the other Senior Program Officers to supervise the Community Investments team, including defining roles and responsibilities, delegating workload appropriately, ensuring professional development opportunities for staff, conducting regular supervision and team meetings as well as completing annual performance evaluations. The Senior Compliance Officer will provide direct supervision for program associates, and onboard all program officers in grants management and disbursement processes.
Design workflow process for the creation of grant agreements and all disbursements to grantees.
Ensure accountability and compliance in all operations including compliance with City contracting procedures, risk management guidelines, language access and open government laws.
Perform duties that are part of the Nonprofit Monitoring and Capacity Building Program. This position leads and manages the annual nonprofit compliance monitoring visits/self-assessments for seven (7) cultural centers and other non-profit organizations included in the monitoring pool. Must attend quarterly Steering Committee meetings and monitoring trainings as required by the program; Serve on sub-committees that include the Planning and Racial Equity committees to review and update language used in monitoring forms.
Responsible for the development and management of the grant invoicing process; including training, tracking, processing, and preliminary approval.
Investment in cultural competency and transparency by supporting an environment that embeds diversity, equity, inclusion, and accessibility.

Qualifications

Possession of a Baccalaureate Degree from an accredited college or university.

Experience:

Three (3) years full-time equivalent experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Desired qualification: 2 years experience working with nonprofit arts organizations.
