HSS Systems Analyst [Operations & Policy Analyst 2]Hybrid – Salem, OR

IMPORTANT INFORMATION
  • Working Condition: Hybrid > This position can be a combination of onsite and remote work.

  • This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO

The person in this position will coordinate homeless and poverty program performance evaluation including coordinating with Continuums of Care (CoCs), and monitoring of data submission and program outcomes. This position will be responsible for data collection, reporting, metrics and input into policies from that data.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

  • Experience analyzing policy issues that relate to homelessness, housing and/or poverty.

  • Knowledgeable of homeless & poverty programs and state & federal regulations relative to the administration of these programs.

  • Coordinate data collection and analyze for complex federal and state reports.

  • Evaluate results of outcomes and recommends systems, policy and/or changes based on that evaluation.

  • Ability to interpret applicable statutes, guidance, rules, and regulations in response to program and policy questions and situations.

  • Strong critical thinking, problem-solving, research/reporting, and analytical skills.

  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon’s housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. HOUSING STABILIZATION DIVISION – PERFORMANCE AND EVALUATION

The Performance & Evaluation (P&E) team administers and supports the Statewide Homeless Management Information System (HMIS). The section manages the HMIS instance for certain regions of the state, and supports data compliance and cleaning, HMIS training, and data governance and sharing for statewide homelessness and retention data. The section supports data requests and analysis needs internal to the Housing Stabilization Division, and broader Agency needs for HMIS data to track outcomes and increase accountability.
