GS-13 Salary:
$103,409 (Step 01) to $134,435 (Step 10);

Duties

As a Supervisory Computer Scientist (Cybersecurity) within the Wetland and Aquatic Research Center (WARC), some of your specific duties will include:

Supervision: Responsible for direct supervision of WARC IT federal work force and for task order management of numerous on-site IT contractors; developing staffing plans; managing resources in a responsible manner to promote efficiency and sound business practices; directing the development of technology project proposals. Cybersecurity: Planning, directing, organizing, coordinating, leading and supervising to enhance cybersecurity posture, ensuring critical services and privacy protection, by directing implementation activities, developing long-term IT security plans, ensuring compliance with cybersecurity policies and training requirements, and supporting (NIST) National Initiative for Cybersecurity Education (NICE) National Cybersecurity Workforce Framework (Framework) roles. Technology: Leveraging advanced computer science principles and cloud expertise to enhance system design, improve software quality, support on-premises and cloud-based infrastructure, and optimize resources for scalable scientific research and data processing. Coordination: Overseeing IT team direction and cybersecurity coordination with the Science Applications and Technology Branch Chief, science center Director, and USGS ACIO Southeast region liaison, ensuring compliance with DOI OCIO and USGS security policies, and providing expert guidance on cybersecurity and information security matters. Planning: Collaborating with WARC IT staff and the ACIO Liaison to develop and periodically update a strategic IT plan for the science center, addressing future technology needs, infrastructure, staffing, and finances, while ensuring alignment with DOI OCIO and USGS ACIO cybersecurity policies. Operating a government-owned or -leased vehicle in the performance of your official duties.

Qualifications

BASIC EDUCATION REQUIREMENT :

Applicants must meet the following to satisfy the basic education requirement for Computer Scientist, all grade levels. Bachelor's or higher degree in computer science

OR

a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-13 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience may include the development of flexible software systems and/or security integrations spanning cloud and on-premise resources, procedures, and processes that leverage knowledge of operation system theory, data structures, computer system architecture, software engineering, and computer communications to automate the enforcement of department and bureau level security policy to improve the security posture of the science center. The ever-changing cybersecurity landscape results in a complex environment that typically require extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure cybersecurity challenges for which guidelines or precedents may not substantially applicable. At this level, computer scientists have wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility. As the lead cybersecurity representative for the science center, effective written and verbal communication skills are critical for interactions with bureau and department level security personnel and for any in-house developed, security software releases that are routed through the USGS Fundamental Science Practices review process.
