This position is responsible for managing the accounting function and ensuring the department is compliant with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and state and federal regulations. There are 67 state special revenue funds, 6 federal special revenue funds, 21 capital project, proprietary, trust, and permanent trust funds that are managed by the Accounting Bureau and involve complex statutory restrictions and program specifics. The position sets priorities to meet goals and objectives of executive management using state and federal policies and industry best practices. This position is also responsible for managing staff, policy and system development, internal controls, and technical assistance to department managers.
Monitor trial balances on a regular basis to identify potential concerns or corrections needed. Perform analysis of accounts and transactions over multiple years and include a multitude of variables such as funding restrictions, contract provisions, and policies. Review, approve, and prepare various notes, financial schedules, and reports to agency managers, external entities/partners, and the Legislative Audit Division.
Responsible for monitoring cash and investments for routine transactions and identify outlying transactions for potential errors. Responsible for researching unusual transactions, utilizing queries from multiple integrated systems and various source documents to determine appropriate accounting treatment. Develop solutions and perform corrections when necessary.
Ensure financial records are complete, accurate and timely for the Automated Licensing System (ALS) and Reservation Financial Management Interface System (RFMIS). These systems interface accounting information to SABHRS. Ensuring completeness can involve significant analysis to determine what is missing, but also to determine what and why something went wrong. This requires the ability to apply accounting concepts to determine expectations and verify deviations from the expectation as well as developing testing techniques to ensure the problem does not reoccur.
Oversee day to day operations of the bureau. Establish bureau priorities, goals, and objectives based on division and department objectives and accounting best practices. Review work within the bureau to ensure work methods are efficient and effective. Provide direction to agency and accounting staff on the use of funds and applicable funding restrictions.
Physical and Environmental Demands:
Performs work indoors in a typical office environment with light lifting and extensive computer use. The employee is regularly required to stand, sit, and operate a computer and telephone. May sit for extended periods. The incumbent may encounter periodic stressful occurrences. The position typically works regular business hours and a standard 40-hour work week. Some travel and extra work hours are required. The position is intended to have the flexibility to respond to issues as they emerge and to serve in a "troubleshooting" capacity. Such assignments typically involve complex issues that can at times be controversial or confidential
Knowledge, Skills and Abilities:
Required for the first day of work:
·Knowledge of the theories, principles, practices and procedures of governmental accounting and Generally Accepted Accounting Principles (GAAP);
·Knowledge of state and federal policies, laws and regulations as they pertain to the department;
·Ability to use and learn automated accounting and financial software such as the Statewide Accounting, Budgeting and Human Resource System (SABHRS);
·Ability to plan, organize, gather information, conduct research and perform analytical analysis.
·Ability to identify and resolve problems effectively through communication verbally and in writing, explain and defend decisions, follow written and verbal instructions, and establish and maintain effective working relationships with department and other agency personnel;
·Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using extensive spreadsheets, word processing, databases, email, internet and other computer programs.
·Ability to communicate effectively both orally and in writing.
·Ability to collaborate and work effectively in a team.
·Knowledge and skill in supervisory practices and principles.
·Skill in performing detailed and complex numerical computations and reports.
·Skill in time management in order to meet deadlines, delegate responsibilities, and handle any unpredictable situation arising in cross-functional projects.
Minimum Qualifications (Education and Experience):
The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent to a bachelor’s degree in Accounting, Business Administration, finance, economics or a closely related field and five years of accounting and fiscal management experience, including 1-2 years of supervisory experience. Other combinations of education and experience will be considered on a case-by-case basis.
