Job SummaryAlaska Overview
ConocoPhillips Alaska, Inc. is Alaska's largest crude oil producer and largest owner of exploration leases, with approximately 1 million net undeveloped acres at year-end 2023. The company produced an average of 195 thousand barrels of oil equivalent per day (MBOED) in 2023. ConocoPhillips Alaska holds major ownership interests in two of North America's largest legacy equivalent per day conventional oil fields, both located on Alaska's North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips Alaska owns and operates several fields on the Western North Slope. The company also has an ownership interest in the Trans-Alaska Pipeline System and owns and operates the Polar Tankers fleet.

Kuparuk Overview
The Greater Kuparuk Area includes the Kuparuk River Unit, approximately 40 miles west of Prudhoe Bay, which encompasses the Kuparuk Field and six nearby satellite fields.

The Kuparuk Field is one of the largest onshore producing fields in the United States with more than 500 active producing wells. Kuparuk maintains an active development program. Field installations include three central production facilities that separate oil, natural gas and water, and a seawater treatment plant.

The Kuparuk satellites consist of the Meltwater, Tabasco, Tarn, West Sak, Moraine and Coyote fields. All satellite field production is processed through the Kuparuk production facilities. The Nuna project, which targets the Moraine reservoir, was sanctioned in 2023. The project will add ~29 development wells with on-pad infrastructure and pipelines that tie back to the existing Kuparuk River Unit processing facilities. Project construction activities began in 2023 and will continue through 2024. Drilling is anticipated to begin in mid-late 2024 with first oil anticipated by early 2025.

In 2023, net crude oil production in the Greater Kuparuk Area averaged 65 MBOED.

Description
The Kuparuk Environmental Coordinator Air, Spill Plans and Water Discharge will lead by example and give full support to the HSE policy, goals, efforts and programs of the COPA (ConocoPhillips Alaska) Health, Safety and Environmental Management System. The Coordinator will provide effective Environmental support to North Slope Operations, and additional support to Capital Projects, Drilling & Wells, and Exploration to maintain excellent environmental stewardship throughout the North Slope and develop environmental programs in accordance with Corporate, CPAI and statutory requirements.

In addition, the Coordinator will contribute to the development of an excellent HSE department by communicating environmental policies and standards to staff; implementing initiatives to improve environmental practice and awareness; and recommending effective environmental management programs.

This is a Safety Sensitive position and will work a rotating, 2 weeks on and 2 weeks off schedule.
Job Description
Your responsibilities may include:
  • Strong Safety Leadership and a commitment to developing an incident free culture with North Slope Operations
  • Serving as a technical resource by providing guidance and assistance to the field and coordinating programs to validate compliance with environmental regulations related to: Air Quality operating permits, federal New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Spill Prevention Control and Countermeasures (SPCC) plans, Alaska Oil Discharge Prevention Contingency Plans (ODPCP), Alaska Pollutant Discharge Elimination System permits (APDES), spill prevention, and other related field environmental issues as required
  • Identifying environmental risks, issues, and mitigation strategies, and communicating with Health, Safety & Environmental (HSE) and other internal business partners
  • Assessing field activities by conducting onsite audits and site visits to validate environmental compliance. A minimum of 10% of time will be spent doing procedural verifications
  • Providing written compliance reports to agencies; representing ConocoPhillips during agency inspections; and maintaining contacts and working relationships with local, state, and federal agency personnel
  • Designing and conducting environmental training programs
  • Maintaining environmental manuals and key databases
  • Participating in the Incident Management Team as the Environmental Unit Leader
  • Coordinating facility tours and/or classes for external agency stakeholders
  • Assisting with regulatory advocacy efforts focused on permitting-related local, state or federal regulatory initiatives
  • Perform other work-related duties as assigned

Basic/Required:
  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelor's Degree or higher in engineering, safety, industrial hygiene, environmental sciences or related field or foreign equivalent
  • 5+ years environmental permitting and/or compliance experience within upstream exploration, production, or industrial operations
  • Willing and able (with or without reasonable accommodation) to work a 14 days on, 14 days off schedule in a remote location
  • Willing and able (with or without reasonable accommodation) to travel up to 10% of the time

Preferred:
  • Master's Degree or higher in environmental engineering or science, biology, geology, or related sciences or foreign equivalent
  • 3+ years of experience in Alaska environmental compliance (air, water, spill prevention and response including SPCC)
  • 1+ years of experience working with external communities and stakeholders
  • 1+ years of experience working with third-party contractors to cost-effectively achieve business goals
  • 1+ years of Alaska North Slope experience
  • 1+ years of experience in and understanding of environmental regulations and their applicability to upstream oil and gas operations.
  • Advanced interpersonal skills; ability to maintain positive relations with HSE and External Affairs team members, external stakeholders, internal business partners and natural resource management / regulatory agencies
  • Advanced communication (written, oral and formal presentation/PowerPoint) skills essential
  • Basic knowledge of Alaska local, state and federal environmental and land use regulations (North Slope Borough, AK Dept. of Environmental Conservation, AK Dept. of Natural Resources, Environmental Protection Agency, and Bureau of Ocean Energy Management) including the National Environmental Policy Act and its application to oil and gas projects
  • Basic knowledge of project management processes and tools (e.g. project planning, budgeting, prioritization, scheduling,
  • critical path analysis, cost tracking) and Decision and Risk Analysis
  • Ability to promptly identify, surface, and facilitate resolution of conflicts between project stakeholders
  • Builds effective solutions based on available information and makes timely decisions that are safe and ethical
  • Listens actively and invites new ideas for exchanged opinions, then influences and acts to drive positive performance and achieve results
  • Builds positive relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
