Position Duties and Responsibilities:  This position will oversee the agency’s TOD efforts and serve as the lead across the agency for all TOD related issues. The TODO will work with the Commissioner and Deputy Commissioner to set the direction for the agency and coordinate efforts across offices and Bureaus and will report to the Deputy Commissioner. The TODO will develop the vision, strategies, and programs designed to optimize the coordinated development and execution of the agency’s strategic investment and operational decisions in support of the DOT’s infrastructure, asset management, and maintenance goals as well as supporting the State’s economic development and affordable housing goals. Duties will include creating the DOT’s first Transit Oriented Development Officer position. Responsibilities will include, but not be limited to: Support TOD focused policy and planning functions within CTDOT and ensure engagement of departments in the development of TOD strategies.  Under the direction of the Deputy Commissioner, coordinate CTDOT responses to development submissions. Lead regular meetings with CTDOT departments to coordinate review of development projects, identify impacts to CTDOT facilities and operations, determine potential studies and develop recommendations for project support of studies, facilities, or service; track input, draft recommendations, and comment letters; coordinate with other agencies as required. Support the Deputy Commissioner, Bureau Chiefs, and Directors in implementing project planning and design processes, and collaboratively engage CTDOT departments; identify process improvements and contribute to policies that will ensure CTDOT’s assets are protected through planning, permitting, design and construction of development projects. Work with CTDOT Office of Rail, Engineering and Construction and others in tracking infrastructure needs and critical areas of planning concern and advocate for opportunities for integration in area development projects.  Engage and manage external consultants on relevant studies and design review as directed. Engage municipal and state agencies, stakeholders, and transit advisory groups to further development project coordination. Attend municipal and state agency meetings or other presentations and engage project stakeholders and permitting agencies as directed by department leadership.  Manage multiple TOD projects, simultaneously, providing coordination among development teams and internal CTDOT departments, including department input and operations support. Work collaboratively with Attorney General, DOT Legal, Real Estate and outside counsel in developing and implementing project agreements, Licenses, easements, and other documents.  Undertake special projects as assigned and work independently within the CTDOT’s guidelines, procedures, and legislation, under the direction of, or on initiatives as defined by, the Deputy Commissioner; address complex tasks in a time-sensitive environment, seeking guidance as necessary.

Bachelor's Degree from an accredited institution in Architecture, Urban Planning, Landscape Architecture, Real Estate, Public Policy, Environmental Policy, Engineering, or a related field. Supervisory, managerial, and/or leadership experience with a diverse workforce.  Knowledge of state municipal permitting and development review processes. Experience managing and supervising consultants. Experience with Microsoft Word, Excel, Database and PowerPoint applications. Proven track record of collaboration, transparency, and problem-solving skills, and the ability to effectively communicate with customers, employees, and vendors.  Experience working on ambiguous projects with limited information yet still deliver and produce results.
